Aninver Development Partners is seeking an expert Quality Assurance Adviser for an upcoming consultancy assignment in Ukraine, supported by the Nordic Environment Finance Corporation. The overarching initiative focuses on evaluating clean cooking services, assessing strategic performance, and generating forward-looking insights to support sustainable market growth, private sector engagement, and environmental development in the country.

As the Quality Assurance Adviser, you will play a critical oversight role in ensuring the highest methodological and analytical standards throughout the evaluation process. Your expertise will directly contribute to accountability, strategic decision-making, and the delivery of robust, evidence-based findings that inform future environmental programming and donor strategies in Ukraine.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Ensure rigorous quality control across all deliverables and evaluation outputs.
• Validate methodologies, data collection tools, and analytical frameworks.
• Review intermediate and final reports for alignment with donor standards andTerms of Reference.
• Support adaptive management and continuous improvement of evaluation processes.

Scope of work

• Conduct systematic quality reviews of evaluation designs, work plans, and inception reports.
• Review data collection instruments and analytical approaches for reliability and validity.
• Assess draft evaluation reports for methodological rigor, objectivity, and clarity of findings.
• Provide constructive feedback to the evaluation team to enhance the quality of outputs.
• Ensure compliance with Nordic Environment Finance Corporation quality standards and guidelines.
• Participate in key project milestone reviews and validate final reporting.

Your role as Quality Assurance Adviser

• Provide dedicated quality assurance expertise for the evaluation assignment.
• Review and approve key methodological documents, evaluation reports, and deliverables.
• Identify potential risks to data integrity or analytical quality and propose corrective measures.
• Collaborate closely with the Team Leader and evaluation team to maintain high performance standards.
• Ensure all outputs meet professional evaluation standards and client expectations.

Requirements

• Quality assurance expertise, either through a named senior QA expert or a clearly defined internal quality assurance function
• Languages: Excellent written and spoken English

Desirable

• Experience working on Nordic Environment Finance Corporation or similar international donor-funded projects.
• Familiarity with clean cooking, market systems development, or environmental sustainability initiatives.

An experienced quality assurance professional with a strong background in environmental evaluations, exceptional attention to detail, and a proven track record of upholding high methodological standards in international development projects.
