Aninver Development Partners is seeking a Senior Blue Economy Expert for an upcoming GIZ-funded initiative focusing on sustainable blue businesses, economic growth, and job creation in the coastal regions and islands of Tanzania. This programme aims to foster inclusive value chain development, capacity building, and environmental sustainability within the fisheries and aquaculture sectors.

The successful candidate will provide high-level technical advisory services, supporting sustainable aquaculture value chains, strengthening institutional capabilities, and facilitating private sector engagement. This key expert role requires a blend of local context expertise in Tanzania combined with broader international experience across the Western Indian Ocean Region.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Support aquaculture value chain development and sustainable blue businesses in coastal regions.
• Conduct comprehensive value chain analyses for marine and coastal products including tilapia, seaweed, sea cucumber, and crab fattening.
• Support institutional capacity building and upgrade training curricula based on Competency-Based Education and Training principles.
• Foster private sector engagement, financial inclusion, and sustainable business models for local micro, small, and medium enterprises.
• Enhance monitoring, evaluation, and learning systems across all project interventions.

Scope of work

• Conduct detailed assessments of targeted aquaculture and fisheries value chains to identify bottlenecks, market opportunities, and upgrading strategies.
• Design and upgrade training curricula following Competency-Based Education and Training approaches.
• Strengthen the institutional capacities of technical and vocational education and training providers, business chambers, and local associations.
• Foster linkages between micro, small, and medium enterprises, producers, and financial service providers.
• Support the development of viable, sustainable business models and market-driven interventions.
• Implement robust monitoring, evaluation, and learning frameworks to track outputs, outcomes, and developmental impacts.

Your role as Senior Blue Economy Expert based in Tanzania, with international experience

• Manage programme implementation activities in the fields of the blue economy in Tanzania.
• Provide technical advisory services on fisheries and aquaculture development funded by international organizations.
• Coordinate stakeholder engagements across coastal regions and islands.
• Contribute regional perspective and insights drawn from professional experience in the Western Indian Ocean Region outside Tanzania.
• Collaborate with public institutions, private sector actors, business associations, and local communities.
• Ensure alignment of project interventions with development cooperation standards and objectives.

Requirements

• Education: University degree (e.g., 'master's or German Diplom') in Blue Economy, Maritime Science, Aquaculture, or related field
• 5 years' experience in programme management in the fields of the blue economy in Tanzania
• 5 years' knowledge and professional experience in projects funded by international organisations with focus on fisheries and/or aquaculture
• 5 years' professional experience in the Western Indian Ocean Region outside Tanzania
• 5 years in Tanzania
• 3 years in development cooperation projects
• Languages: Knowledge of Swahili, C1 level (4 out of 10 points) and Knowledge of English, C1 level (6 out of 10 points)

Desirable

• Demonstrated track record of working effectively with both public sector authorities and private sector actors in coastal areas.
• Prior experience supporting value chain development for products such as tilapia, seaweed, sea cucumber, or crab fattening.

An experienced blue economy professional with a strong background in programme management, fisheries, and aquaculture development in Tanzania and the Western Indian Ocean Region, backed by international development cooperation experience.
