Senior Economist – South Sudan

Aninver Development Partners SL (www.aninver.com) is looking for a Senior Economist for a consultancy assignment financed by AUDA-NEPAD in South Sudan.

Aninver Development Partners is preparing a proposal for an upcoming technical assistance initiative funded by AUDA-NEPAD through World Bank/IDA resources. The assignment focuses on delivering comprehensive WASH Public Expenditure and Institutional Reviews and Strategic Scenario Analysis (PEIR-SSA) in South Sudan. The overarching objective is to strengthen regulatory frameworks, enhance utility performance, and improve sustainable sanitation and water service delivery across the country.

We are currently seeking a qualified Senior Economist to lead the economic and public financial management components of this assignment. The successful expert will play a pivotal role in analysing public expenditure, evaluating fiscal transfers, and designing a costed national investment program for the water, sanitation, and hygiene sector in South Sudan over a dynamic implementation period.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Provide high-level technical assistance on WASH public expenditure and institutional reviews.
• Conduct a comprehensive Public Expenditure Review (PER) examining sector allocations and financial flows.
• Perform Strategic Scenario Analysis (SSA) to address financing gaps and model future sector scenarios.
• Develop a costed National Investment Programme aligned with national development targets.
• Facilitate stakeholder consultations, capacity-building workshops, and knowledge capitalization.

Scope of work

• Map institutional roles, regulatory frameworks, governance structures, and political economy factors impacting service delivery.
• Model future sector scenarios, financing gaps, climate finance integration, and public-private partnership (PPP) potentials.
• Design a costed National Investment Programme tailored to the country's infrastructure needs and development targets.
• Organize national validation workshops, stakeholder consultations, and capacity-building sessions with key local stakeholders.
• Produce structured knowledge products and interactive dashboards to support sector monitoring and decision-making.

Your role as Senior Economist

• Lead the overall economic and public financial analysis components of the assignment as Team Leader and Senior Economist.
• Execute the Public Expenditure Review (PER) focusing on WASH and infrastructure sectors in South Sudan.
• Contribute to the strategic scenario modelling, identification of financing gaps, and integration of climate finance.
• Collaborate with multidisciplinary experts to integrate economic findings into institutional and political economy reviews.
• Engage with national and subnational counterpart agencies, regional bodies, and key stakeholders to ensure smooth project execution.
• Oversee the preparation of high-quality deliverables, costed investment programs, and final reporting requirements.

Requirements

• PhD or Master degree in Economics or Public Finance.
• 15+ years of professional experience with Public Expenditure Reviews and fiscal analysis in the WASH and/or infrastructure sectors.
• Demonstrated multi-country leadership experience managing complex technical assistance assignments.
• Successfully completed at least three assignments of comparable nature and complexity during the last five years.
• Strong command of English, with excellent written and oral communication skills.

Desirable

• Previous professional experience in South Sudan or the broader East and Southern Africa region.
• Proficiency in French alongside English.
• Prior experience working on donor-funded projects, particularly with the World Bank or AUDA-NEPAD.

An experienced Senior Economist with a strong background in public expenditure reviews, infrastructure financing, and multi-country project leadership within the WASH sector.
