Senior Economist – Tanzania

Aninver Development Partners SL (www.aninver.com) is looking for a Senior Economist for a consultancy assignment financed by AUDA-NEPAD in Tanzania.

Aninver Development Partners is preparing a technical proposal for an upcoming advisory assignment funded by AUDA-NEPAD in Tanzania. The initiative focuses on delivering comprehensive technical assistance under the water, sanitation, and hygiene sector to enhance institutional performance, financial sustainability, and infrastructure service delivery.

We are currently seeking a qualified Senior Economist to lead the economic and public expenditure diagnostics. The expert will play a pivotal role in analyzing sector financing, conducting fiscal reviews, and developing costed investment strategies to guide sustainable development outcomes in the country over the project lifecycle.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Execute strategic scenario modelling to evaluate alternative sector development paths and financial gaps.
• Develop a costed National Investment Programme to guide future capital allocation and sector planning.
• Facilitate stakeholder consultations, capacity building, and knowledge capitalisation to ensure sustainable impact.

Scope of work

• Assessing intergovernmental fiscal transfers and the overall financial sustainability of service providers.
• Modelling long-term sector scenarios and evaluating financing gaps, tariff structures, climate finance, and public-private partnership potentials.
• Formulating a prioritized, costed investment plan aligned with national targets and macroeconomic frameworks.
• Organizing validation workshops and conducting high-level consultative meetings with key stakeholders.
• Developing interactive dashboards and knowledge products to support national counterparts.

Your role as Senior Economist

• Lead the overall economic and public expenditure review components of the assignment.
• Perform fiscal tracking, expenditure efficiency assessments, and macro-economic evaluations within the sector.
• Contribute to strategic scenario analysis and long-term financing gap modeling.
• Collaborate with institutional, policy, and data specialists to integrate economic findings into the broader review.
• Engage with national counterparts and key stakeholders during consultative missions and workshops.
• Draft comprehensive technical reports, investment plans, and deliverables ensuring high quality standards.

Requirements

• PhD or Master's degree in Economics or Public Finance.
• Minimum of 15 years of professional experience with public expenditure reviews and fiscal analysis in the WASH and/or infrastructure sectors.
• Demonstrated experience in multi-country leadership and project management.
• Successfully completed at least three assignments of comparable nature and complexity during the last five years.
• Strong analytical, communication, and reporting skills in English.

Desirable

• Proficiency in French.
• Prior working experience in Eastern and Southern Africa.

An experienced Senior Economist with a strong background in public expenditure reviews, fiscal analysis, and infrastructure financing, ready to lead complex diagnostic studies in developing countries.
