Aninver Development Partners SL is seeking a qualified Senior Expert (KP 2) for an upcoming multi-country consultancy assignment funded by the European Bank for Reconstruction and Development (EBRD). The initiative focuses on enhancing human capital management, workforce learning, and competitiveness among small and medium-sized enterprises (SMEs) across selected countries in Sub-Saharan Africa. The framework aims to bridge critical skills gaps and strengthen local institutional and business capabilities.

The Senior Expert will play a pivotal role in implementing technical assistance activities, adapting human resources frameworks, and promoting inclusive employment practices. The role requires close collaboration with local consultants, industry stakeholders, and training providers to ensure sustainable skills development and improved productivity within the regional private sector.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Adapt and contextualise human resources competency frameworks to the economic and cultural realities of targeted Sub-Saharan African markets.
• Strengthen workforce learning and capacity-building programmes tailored to small and medium-sized enterprises.
• Integrate gender equality and inclusion principles into private sector operations and human resource systems.
• Support the delivery of train-the-trainer workshops and targeted technical assistance for local business advisory organisations.

Scope of work

• Review and adapt existing human resources management and skills development toolkits to the regional SME context.
• Design and deliver training programmes and train-the-trainer modules for local consultants and vocational education providers.
• Deploy targeted technical assistance and advisory services to individual SME clients to upgrade internal management and workforce learning.
• Establish and manage operational networks with local consulting firms, industry associations, and institutional actors across target countries.
• Design and implement stakeholder engagement initiatives to promote technical and vocational skills development.
• Establish robust monitoring and evaluation frameworks to track key performance indicators and assess capacity-building outcomes.
• Prepare periodic progress and impact evaluation reports for the client.

Your role as Senior Expert (KP 2)

• Lead technical interventions focusing on skills development, workforce learning, gender equality, and inclusion.
• Oversee the strengthening of human resources systems and capacity-building programmes tailored to SMEs.
• Contribute to the contextualisation and adaptation of the human resources competency framework for the regional market.
• Provide direct advisory support and technical expertise to individual SME clients to improve workforce management and equal opportunity policies.
• Design inclusive employment initiatives and integrate equal opportunities into private sector operations.
• Collaborate closely with the Team Leader, junior experts, and local stakeholders to ensure high-quality deliverables.
• Contribute to monitoring, evaluation, and reporting on programme performance and impact.

Requirements

• Education: Not stated
• Senior specialist with demonstrated expertise in skills development, workforce learning, gender equality and inclusion, HR systems strengthening, and capacity-building programmes for SME
• Languages: Fluent English and French

• Prior experience working on EBRD or international donor-funded projects in Sub-Saharan Africa.
• Familiarity with regional private sector development and vocational training ecosystems.
