Aninver Development Partners is seeking an expert Socioeconomic impact technician for a multidisciplinary consultancy assignment in Spain. The project focuses on evaluating a prominent municipal facility to optimize its utilization, operational model, and integration into the local community through a strategic refurbishment and future concession scheme.

The successful candidate will play a critical role in measuring the projected economic, social, and employment impacts generated by the revitalized venue on the municipality and its surrounding economic ecosystem. This position requires close collaboration with technical committees and other specialists to ensure comprehensive analysis supporting sustainable public-private partnership models.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Assess the broader socioeconomic impacts of the municipal facility refurbishment on the city and surrounding region.
• Measure projected economic, social, and employment outcomes associated with different usage proposals.
• Provide robust empirical data to feed into the overall financial and operational feasibility study.
• Ensure alignment with local development goals and community needs throughout the evaluation process.

Scope of work

• Assess local and regional demand for events, entertainment, cultural, and commercial activities to inform usage scenarios.
• Analyze physical, architectural, and urban planning variables alongside socioeconomic indicators.
• Conduct a comprehensive socioeconomic impact evaluation measuring direct and indirect effects on the local economy.
• Evaluate employment generation potential and social value creation resulting from the future concession.
• Collaborate with financial analysts and urban planners to integrate socioeconomic findings into the master model.
• Contribute to stakeholder consultations and technical reporting for the municipal administration.

Your role as Socioeconomic impact technician

• Design and execute the socioeconomic impact assessment methodology for the municipal investment project.
• Analyze baseline economic and social data relevant to the municipality and the specific sector.
• Quantify expected local employment creation, business opportunities, and community benefits.
• Draft detailed technical sections and reports regarding the socioeconomic viability of the proposed facility uses.
• Coordinate closely with the multidisciplinary team to ensure socioeconomic variables are reflected in the financial and usage models.
• Present findings and recommendations to the municipal technical committee and stakeholders.

Requirements

• Education: Degree in Economics, Sociology or similar
• Minimum 3 years in economic and social impact analysis of public investment projects

Desirable

• Experience with public-private partnership (PPP) projects and municipal concessions.
• Familiarity with the local socioeconomic context of the assignment region.

An experienced Socioeconomic impact technician with a strong background in evaluating public investment projects, capable of delivering rigorous economic and social analyses within a multidisciplinary team.
