Aninver Development Partners SL (www.aninver.com) is looking for a Team Leader (KP 1) for a youth, media consultancy assignment financed by EBRD in Multiple countries.

Aninver Development Partners is seeking an expert Team Leader (Key Expert 1) for an upcoming technical assistance project funded by the European Bank for Reconstruction and Development (EBRD). The initiative focuses on enhancing human capital management practices, productivity, and competitiveness among small and medium-sized enterprises (SMEs) across multiple countries in Sub-Saharan Africa.

The overarching goal of the programme is to bridge critical skills gaps and strengthen local workforce capabilities through targeted advisory services, capacity building, and institutional support. The successful candidate will lead a multidisciplinary team to drive this multi-country framework, ensuring high-quality outputs, effective stakeholder coordination, and sustainable impact on regional SME development.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Lead the overall implementation and management of the multi-country technical assistance framework.
• Adapt and contextualise human resources management and skills development frameworks to local market realities.
• Ensure rigorous quality assurance and timely delivery of periodic assignments and call-off notices.
• Coordinate closely with local consultants, training providers, and institutional stakeholders across targeted countries.
• Monitor, evaluate, and report on programme performance, results, and long-term impacts on SME competitiveness.

Scope of work

• Review and adapt existing human resources management, skills development, and capacity-building toolkits to the regional SME context.
• Integrate gender equality and inclusion principles across all project methodologies and advisory interventions.
• Design and oversee capacity-building programmes and train-the-trainer modules for local consultants and business advisory organisations.
• Oversee the deployment of targeted technical assistance and advisory services to individual SME clients to upgrade internal management practices.
• Establish and manage operational networks with local consulting firms, industry associations, and institutional actors.
• Implement robust monitoring and evaluation frameworks to track key performance indicators and assess capacity-building outcomes.

Your role as Team Leader (KP 1)

• Provide overall strategic direction, leadership, and management for the multi-country technical assistance project.
• Serve as the primary liaison with the EBRD, key stakeholders, institutional partners, and local beneficiary networks.
• Oversee the quality assurance of all deliverables, reports, toolkits, and advisory outputs generated under the framework.
• Manage the multidisciplinary team of experts, local consultants, and supporting staff across all target countries.
• Facilitate stakeholder engagement, public awareness, and communication campaigns promoting workforce skills development.

Requirements

• Education: Not stated
• Senior human capital, HR management and SME advisory expert with proven experience leading complex multi-country technical assistance projects, including programme management, stakeholder coordination and quality assurance
• Languages: Fluent English and French

Desirable

• Prior experience working on EBRD or international financial institution (IFI) funded private sector development projects in Sub-Saharan Africa.
• Demonstrated expertise in integrating gender equality and inclusion into private sector operations.

An experienced Team Leader with a strong background in human capital management, international project leadership, and SME development, possessing full professional proficiency in both English and French.
