Aninver Development Partners SL is currently seeking a qualified Team Leader / Senior Industrial Development Expert for an upcoming consultancy assignment supported by UNIDO in Cameroon and the broader ECCAS region. The initiative focuses on enhancing trade competitiveness, promoting green industrialization, and supporting sustainable economic growth across key regional value chains.

The overarching goal of the assignment is to strengthen regional quality infrastructure for clean energy technologies, improve industrial energy efficiency, and build institutional capacities for climate-neutral industrial development. The successful candidate will spearhead a multidisciplinary team to deliver evidence-based diagnostics, strategic market assessments, and a comprehensive regional energy efficiency program.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Map and analyse the industrial sector and relevant regulatory frameworks within selected regional value chains.
• Establish clear criteria and minimum energy consumption thresholds for industrial targeting and program design.
• Develop a regional Industrial Energy Efficiency Program supporting enterprises through Energy Management Systems and Energy Systems Optimisation.
• Undertake a robust market study aimed at strengthening regional supply chain capacity in clean technologies.
• Facilitate high-level stakeholder consultations and validation workshops with regional bodies and member states.

Scope of work

• Conduct inception activities, literature reviews, and a comprehensive baseline assessment of industrial structures and energy use.
• Map the industrial landscape of selected value chains and identify operational barriers to clean technology adoption.
• Perform a detailed market study of clean technology supply chains relevant to industrial energy efficiency applications.
• Design a comprehensive regional industrial energy efficiency programme defining rationale, objectives, and institutional arrangements.
• Develop tailored capacity-building packages and results frameworks for participating regional institutions.
• Consolidate assignment findings into cohesive final reports and strategic roadmap documents.
• Organize and lead an on-site stakeholder validation workshop in Cameroon to present findings and secure consensus.

Your role as Team Leader / Senior Industrial Development Expert

• Provide overall technical, strategic, and managerial leadership for the entire multidisciplinary consulting team.
• Oversee the execution of all project tasks, ensuring high-quality deliverables within the stipulated timeframe.
• Liaise directly with UNIDO representatives, regional institutional stakeholders, and key national authorities.
• Direct the industrial sector mapping, baseline assessments, and the formulation of energy-consumption thresholds.
• Guide the design of the regional industrial energy efficiency program and associated implementation frameworks.
• Facilitate stakeholder engagement activities, including online validation meetings and the final on-site workshop.
• Ensure the integration of green, circular, and climate-neutral industrial development principles across all outputs.

Requirements

• Education: Advanced university degree in Industrial Engineering, Energy Engineering, Economics, Industrial Policy, Sustainable Development or related field
• Minimum 10 years of relevant experience in industrial development, industrial policy, energy efficiency, green industrialization, or value chain development
• Experience leading at least three (3) similar assignments in Africa
• Languages: Proficiency in English and French (written and spoken)

Desirable

• Prior working experience with UNIDO or similar international organizations in Central Africa.
• Familiarity with regional economic communities and industrial integration frameworks in Africa.

An experienced Team Leader with a strong background in industrial development and green policy in Africa, possessing fluent bilingual skills in English and French and a proven track record of managing complex regional assignments.
