Team Leader / Senior Port Engineer – Guinea-Bissau

Aninver Development Partners SL is currently preparing a competitive proposal for an upcoming consulting assignment in Guinea-Bissau focused on maritime infrastructure development. We are seeking a qualified Team Leader and Senior Port Engineer to lead the technical execution of preparatory studies, including feasibility assessments and detailed engineering designs for port and coastal facilities. This is a key expert role spanning six months of implementation.

The successful candidate will provide overall managerial and technical leadership for the assignment, coordinating multidisciplinary teams and liaising with key stakeholders in the maritime and port sector. The expert will ensure all deliverables meet high international standards, guiding the project from initial diagnostic phases through to final engineering designs for sustainable port infrastructure in Guinea-Bissau.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Lead the multidisciplinary team in delivering comprehensive feasibility studies and detailed designs for port and maritime infrastructure.
• Ensure timely and high-quality completion of all project deliverables within the six-month implementation timeframe.
• Facilitate effective communication and coordination with local stakeholders, national authorities, and the consulting firm.
• Integrate technical, environmental, and economic considerations into the port engineering solutions.

Scope of work

• Conduct comprehensive feasibility studies for port and tidal marina infrastructure development.
• Perform site inspections, data collection, and technical assessments of existing maritime assets.
• Develop detailed engineering designs, technical specifications, and cost estimates for proposed infrastructure works.
• Assess environmental and social impacts associated with the planned maritime investments.
• Prepare comprehensive inception, interim, and final progress reports for the assignment.

Your role as Team Leader / Senior Port Engineer

• Act as the primary interface with the client, stakeholders, and the management team at Aninver Development Partners SL.
• Manage the day-to-day operations of the project team, ensuring adherence to the work plan and contractual obligations.
• Lead the preparation of all technical reports, feasibility assessments, and detailed engineering designs.
• Provide high-level technical expertise in port engineering, maritime structures, and coastal development.
• Ensure quality assurance and quality control across all project outputs and deliverables.
• Organize and lead stakeholder consultation meetings, technical workshops, and field missions as required.

Requirements

• Education: University degree. Registration with a professional engineering institution
• At least 15 years of experience in maritime infrastructure, including ports and/or tidal marinas
• Experience as Team Leader on at least 2 similar projects involving preparatory studies (feasibility studies and detailed design) for similar infrastructure with a minimum value of 5 million EUR
• Languages: Fluent in Portuguese or French (written and spoken), and English (at least spoken)

Desirable

• Knowledge of the region is an advantage
• Prior working experience in Guinea-Bissau or the broader West African region.
• Familiarity with international donor-funded project procedures and reporting standards.

An experienced Team Leader and Senior Port Engineer with a robust background in maritime infrastructure design and a proven track record of managing donor-funded preparatory studies in developing contexts.
