Aninver Development Partners SL is seeking an expert Team Leader with international experience for an upcoming consultancy assignment in Tanzania. Commissioned by GIZ, the overarching initiative focuses on fostering sustainable blue businesses, economic growth, and job creation in coastal regions.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Provide high-level technical advisory services to support aquaculture value chain development and sustainable blue businesses in coastal regions.
• Conduct comprehensive value chain analyses for selected marine and coastal products.
• Support institutional capacity building and upgrade training curricula based on Competency-Based Education and Training principles.
• Facilitate infrastructure improvements and foster private sector engagement, financial inclusion, and sustainable business models.
• Enhance monitoring, evaluation, and learning systems across all project interventions.

Scope of work

• Conduct detailed assessments of targeted aquaculture and fisheries value chains, identifying bottlenecks, market opportunities, and upgrading strategies for post-production and processing.
• Design and upgrade training curricula following Competency-Based Education and Training approaches.
• Strengthen institutional capacities of technical and vocational education and training providers, business chambers, and local associations.
• Foster linkages between micro, small, and medium enterprises, producers, and financial service providers.
• Support the development of viable, sustainable business models and market-driven interventions.
• Implement robust monitoring, evaluation, and learning frameworks to track project outputs, outcomes, and developmental impacts.

Your role as Team Leader with international experience

• Lead the overall implementation and management of the consultancy assignment, ensuring high-quality deliverables and timely execution.
• Coordinate closely with public institutions, private sector actors, business associations, and local communities.
• Manage project resources, expert inputs, and stakeholder relationships throughout the duration of the assignment.
• Oversee value chain analyses, market-driven interventions, and private sector engagement strategies.
• Guide capacity-building initiatives, training curriculum upgrades, and financial inclusion efforts.
• Ensure effective monitoring, evaluation, and reporting of project impacts in alignment with donor standards.

Requirements

• Education: University degree (e.g., 'master's or German Diplom') in Economics, Aquaculture, Natural Resource management or related field
• 15 years of professional experience in private sector development and/or consulting private sector companies and/or cooperation with business chambers or associations
• 12 years in international development projects in the field of the Blue Economy in Africa
• 10 years of management experience
• 10 years in Sub-Saharan Africa outside Tanzania
• 10 years in East Africa (at least 5 years in Kenya or Tanzania)
• 5 years in development cooperation projects
• Languages: Knowledge of English, C1-level
