Team leader – Zambia

Aninver Development Partners SL (www.aninver.com) is looking for a Team leader for a governance, finance consultancy assignment financed by GIZ in Zambia.

The assignment focuses on supporting the operationalisation of a newly established Government Investment Department within the national ministry of finance. The expert will lead advisory activities to enhance State-Owned Enterprise (SOE) oversight, streamline institutional frameworks, and align public sector management structures with international best practices.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Support the operationalisation of the newly established Government Investment Department within the Ministry of Finance and National Planning in Zambia.
• Conduct a desk review on international and regional best practices for setting up SOE oversight bodies and provide actionable recommendations.
• Interview key stakeholders to review functions, identify gaps or overlaps, and determine change management implications.
• Draft job descriptions for established positions within the department based on local public service human resources standards.
• Formulate recommendations for placing existing staff and advise senior management on strategic cooperation and next steps.

Scope of work

• Conduct a comprehensive desk review on international and regional best practices regarding the setup of SOE oversight offices.
• Perform stakeholder consultations and as-is analysis by interviewing actors involved in or affected by the new department's setup.
• Review allocated functions, identify mandate gaps and overlaps, and note workflow and change management implications.
• Draft detailed job descriptions for established positions within the department in alignment with public service standards.
• Develop evidence-based recommendations for placing existing staff within the new department.
• Provide high-level advisory to senior management on identified gaps, opportunities, challenges, and institutional cooperation.

Your role as Team leader

• Act as the Team Leader for the consultancy assignment, ensuring overall coordination and high-quality deliverables.
• Lead the desk review and best practice analysis for SOE oversight bodies.
• Facilitate stakeholder interviews and manage relationships with senior public sector stakeholders.
• Oversee the assessment of mandate gaps, overlaps, and workflow implications within the governance framework.
• Collaborate closely with a senior international public sector human resources expert as guided by GIZ.
• Contribute to drafting job descriptions and staff placement recommendations based on public service standards.
• Present strategic recommendations and next steps to senior management.

Requirements

• Education: University degree (German 'Diploma'/Master) in economics, accounting, business, law or equivalent
• 10 years of professional experience in managing, overseeing or advising State-Owned Enterprises, 5 years in advising public sector actors on SOE management/oversight, 2 years public sector management/leadership experience, 5 years in PFM projects in Africa, Asia or Latin America (including 1 project in Zambia), 10 years in PFM advisory in DC projects, and 5 years managing senior public sector stakeholders
• Languages: C2-level language proficiency in English

An experienced Team Leader with a strong background in public financial management, state-owned enterprise oversight, and senior stakeholder management within development cooperation projects in Zambia.
