Aninver Development Partners SL (www.aninver.com) is looking for a Thematic Expert (Seamless Logistics and Supply Chain) for a transport, engineering, finance consultancy assignment financed by ASEAN Secretariat in Indonesia.

Aninver Development Partners is currently preparing a proposal for an upcoming regional assignment commissioned by the ASEAN Secretariat in Indonesia. The initiative focuses on accelerating the implementation of the regional connectivity strategic framework by identifying and developing high-impact flagship projects across key sectors, including transport, engineering, and finance, to foster a seamlessly integrated community.

We are seeking an expert for the Thematic Expert (Seamless Logistics and Supply Chain) position to contribute deep technical expertise to the design and development of complex regional initiatives. The successful candidate will play a pivotal role in shaping priority proposals that drive tangible improvements in cross-border linkages and support inclusive regional integration across Southeast Asia.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Support the identification and assessment of high-impact flagship projects within the seamless logistics and supply chain strategic area.
• Contribute to stakeholder mapping and consultations involving relevant regional bodies, dialogue partners, and external stakeholders.
• Help design consultation processes that capture diverse perspectives disaggregated by gender, geography, and organizational type.
• Facilitate prioritization workshops and apply rigorous criteria to select viable regional initiatives.
• Develop detailed project proposals, including problem statements, theories of change, technical analyses, and monitoring frameworks.

Scope of work

• Conduct stakeholder mapping and consultations with relevant regional bodies and mechanisms.
• Assist in drafting the inception report featuring a preliminary long-list of ideas and selection criteria.
• Organize and facilitate virtual workshops focused on idea prioritization for logistics and supply chain initiatives.
• Assess and prioritize flagship projects based on strategic alignment, regional significance, transformational impact, and feasibility.
• Draft and finalize prioritization reports for formal endorsement by regional coordinating bodies.
• Design detailed project proposals through virtual focused group discussions following standard institutional guidelines.
• Produce concise, public-facing summary fact sheets and ensure verification of final project documents.

Your role as Thematic Expert (Seamless Logistics and Supply Chain)

• Provide deep technical expertise and leadership in seamless logistics and supply chain development throughout the assignment.
• Design and develop complex regional project components tailored to the connectivity constraints of member states.
• Engage with key regional stakeholders to gather insights and validate project concepts.
• Contribute to the drafting of the inception report, prioritization report, and final detailed project proposals.
• Collaborate with multidisciplinary team members to align transport, engineering, and financial aspects of the flagship projects.

Requirements

• Education: Advanced university degree in a field relevant to this Project
• Deep technical expertise in seamless logistics and supply chain
• Experience designing and developing complex regional projects, including in Southeast Asia
• Languages: Excellent written and oral command of English

Desirable

• Familiarity with regional connectivity strategic plans and institutional architectures in Southeast Asia.
• Experience working on programs implemented by the ASEAN Secretariat or comparable inter-governmental regional organizations.

An experienced logistics and supply chain professional with a strong track record of designing regional projects in Southeast Asia and an advanced degree in a relevant field.
