Aninver Development Partners is seeking an expert Training and Capacity-Building Specialist for a prospective UNDP-supported consultancy assignment in Tanzania, United Republic of. The initiative focuses on strengthening institutional and community capacities to manage Human-Wildlife Conflict (HWC) through advanced technology solutions, including vehicle and scout tracking systems, monitoring hubs, and visualization platforms.

The successful candidate will play a pivotal role in ensuring effective knowledge transfer, stakeholder engagement, and operational readiness for local authorities and community scouts. This assignment aims to bridge complex digital tools with everyday operational realities, ensuring sustainable local ownership, data sovereignty, and long-term impact within the targeted wildlife management ecosystem.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Deliver comprehensive capacity building, knowledge transfer, and operational training to local stakeholders, research institutions, and community scouts.
• Ensure authorized government and local institutions can independently manage, utilize, and host the newly deployed monitoring platform.
• Design user-friendly training curricula tailored to the operational realities of community game scouts and institutional end-users.
• Facilitate technical consultations and workshops with key national and local stakeholders to align system deployment with user needs.

Scope of work

• Conduct technical and operational consultations with national research partners, UN agencies, and local stakeholders.
• Build an integrated HWC monitoring and early-warning platform incorporating tracking and predictive analytics modules.
• Connect existing wildlife tracking infrastructure and pilot monitoring hubs within the target ecosystem.
• Conduct rigorous functional, security, and field-operational testing of the deployed systems.
• Deliver extensive user training, technical documentation, and knowledge transfer to local operators and authorities.

Your role as Training and Capacity-Building Specialist

• Design and implement a comprehensive capacity-building and training strategy tailored to diverse user groups, from technical staff to community scouts.
• Develop user manuals, technical documentation, and training materials reflecting local operational realities and system functionalities.
• Facilitate workshops, training sessions, and hands-on demonstrations for local stakeholders and institutional end-users.
• Assess training needs and evaluate the effectiveness of capacity-building activities throughout the project lifecycle.
• Coordinate closely with the technical development team to ensure user feedback is integrated into the platform deployment.
• Support the handover process to ensure authorized local institutions achieve full operational independence and system ownership.

Requirements

• Education: Relevant university degree
• Demonstrated expertise in capacity building and training
• Languages: English

Desirable

• Previous experience working on UNDP or donor-funded conservation and technology projects.
• Familiarity with wildlife management, environmental monitoring, or community scout operations in Tanzania.

An experienced Training and Capacity-Building Specialist with a proven track record in designing and delivering effective training programs for complex digital systems, particularly involving local communities and institutional stakeholders in the transport, infrastructure, or environmental sector.
