The main objective of the project is: Development and preservation of human capital in the municipality of Pleven, improving the quality, inclusivity, and efficiency of the education and training system, through the implementation of an innovative educational model that provides a sustainable support environment for fostering and expressing the creative abilities and talents of children and students in the municipality/incl. those whose mother tongue is not Bulgarian/. Specific objective 1: Providing support for children and students in the municipality of Pleven to develop their creative abilities and talents, achieve higher learning outcomes, increase their motivation for learning, and acquire key competencies for future successful career realization through their participation in supplementary and advanced, innovative, project-based, and creative educational activities in the fields of STEM, arts, culture, sports, and foreign languages. Specific objective 2: Ensuring new opportunities for creative expression and encouraging children and students in the municipality of Pleven to demonstrate their talents, gain recognition for their abilities and achievements in the fields of STEM, arts, culture, sports, and foreign languages by organizing and conducting public events with competitive and challenging character in the municipality of Pleven. Specific objective 3: Improving the quality of education and achieving added value to the policies and practices applied in this area at the local level by creating an informal network of institutions, organizations, and professionals that provide a supportive environment for children and students in the municipality of Pleven to develop their creative abilities, motivation for high achievement, and successful realization in the labor market. The scope of the public procurement includes the following activities: For lot No. 2 - Production and delivery of project information brochure - 2000 pcs. - Production and delivery of information posters - 100 pcs. This procurement, under lot No. 2, constitutes a "reserved public procurement" in accordance with Art. 12, para. 1, item 1 of the Public Procurement Act, the subject of which is included in the List of goods and services according to the Common Terminology Dictionary, intended for awarding to specialized enterprises or cooperatives of people with disabilities or to economic entities whose main purpose is the social and professional integration of people with disabilities or disadvantaged persons, approved by Decision of the Council of Ministers No. 591 of 18.07.2016, amended by Decision of the Council of Ministers No. 516 of 30.07.2025. The procurement under lot No. 2 is intended for awarding to specialized enterprises or cooperatives of people with disabilities, within the meaning of § 2, item 46 of the Implementing Regulations of the Public Procurement Act, or to economic entities whose main purpose is the social and professional integration of people with disabilities or disadvantaged persons, within the meaning of § 2, item 62 of the Implementing Regulations of the Public Procurement Act. In the present procurement procedure, other interested parties may also participate for lot No. 2, but their offers will be considered only if there are no admitted offers from specialized enterprises or cooperatives of people with disabilities or from economic entities whose main purpose is the social and professional integration of people with disabilities or disadvantaged persons. This public procurement is awarded through an open procedure under Art. 18, para. 1, item 1 of the Public Procurement Act, applying the conditions of "reverse order" in accordance with Art. 104, para. 2 and 3 of the Public Procurement Act.
