(4) Invalid bids: Bids submitted by persons who do not have the qualifications for participation in the competition specified in this announcement, and bids submitted by persons who have not fulfilled the obligations required of bidders, shall be deemed invalid. (6) Method of determining the contract party: Bidders who have submitted valid bids within the limit of the estimated price prepared in accordance with Article 21 of the Contract Regulations shall be granted negotiation rights. If there are multiple such bidders, a negotiation order shall be assigned based on the bid price, and the bidder with the lowest bid price shall be the first negotiator. After the first negotiator is determined, negotiations shall be immediately conducted with that party to determine the contract price. However, if negotiations fail or if the contract is not concluded within 10 days from the start of negotiations, the accounting manager may negotiate with other negotiators in order of negotiation rank.
