Svishtov, "Knyaz Boris I" Str. No. 21". Description of the subject of the public procurement: 1. DEVELOPMENT OF AN INVESTMENT PROJECT in the "Working project" phase for the implementation of the most effective package of energy-saving measures for the building, which achieves a minimum energy consumption class "B" in compliance with the package of energy-saving measures (ESM) proposed in the technical and energy audit and ensuring an accessible environment in the building for people with reduced mobility in accordance with the requirements of Ordinance No. RD-02-20-2 of 26.01.2021 on determining the requirements for accessibility and universal design of the elements of the accessible environment in the urbanized territory and buildings and facilities of the multi-family residential building located at: town. Svishtov, "Knyaz Boris I" Str. No. 21. 2. EXERCISE OF AUTHOR'S SUPERVISION during the execution of construction and installation works in accordance with the requirements of Art. 162, para. 2 and para. 3 of the Spatial Development Act. 3. EXECUTION OF CONSTRUCTION AND INSTALLATION WORKS of the multi-family residential building in the town of Svishtov according to the working investment project prepared by the Contractor, agreed and approved in the prescribed manner. The following main construction and installation works are envisaged: Energy saving measure B1: Wall insulation – The measure includes laying EPS insulation with a thickness of 120 mm or 70 mm and λ=0.035 W/mK and reveals around the windows with 20 mm XPS with λ=0.03 W/mK – 804.3 m2; Energy saving measure B3: Roof insulation - The measure includes laying XPS insulation with a thickness of 100 mm and λ=0.03 W/mK - 303.00 m2; Energy saving measure B4: Floor insulation - The measure includes laying XPS insulation with a thickness of 100 mm and λ=0.030 W/mK – 116.45 m2 Energy saving measure B5: Window replacement - The measure includes replacing the existing windows with new PVC windows, with a double-glazed unit, with a single low-emission outer pane with a heat transfer coefficient U=1.4 W/m²K – 267.06 m2; Energy saving measure C12: Lighting installation – The measure provides for the replacement of lighting fixtures in the common areas of the building with new, energy-saving ones controlled by motion and light sensors – 12 pcs.; Measures to improve access for people with reduced mobility - Execution of construction and installation works to improve access for people with reduced mobility to the entrance doors of 2 block sections. The construction is CATEGORY FOUR, according to Art. 9 of Ordinance No. 1 of 30.07.2003 on the nomenclature of types of construction and letter ref. No. VT-1524-02-720/10.06.2016 of the Head of the Directorate General for National Construction Control, Sofia. Detailed execution requirements are in accordance with the Technical Specification, an integral part of the participation documentation. The Contracting Authority will conclude a framework agreement only with a tenderer who meets the selection criteria and whose offer meets the pre-announced conditions. The framework agreement will be concluded with one person – the tenderer ranked first and designated as the contractor. All conditions are specified in the Framework Agreement. Pursuant to Art. 82, para. 1 of the Public Procurement Act, the Contracting Authority concludes a public procurement contract, applying these conditions. The Contracting Authority will conclude a Public Procurement Contract after securing funding. Funding has not been secured as of the date of opening the procedure. ​​​​​​​
