The open tender procedure is carried out in accordance with the Specifics of public procurement of goods, works and services for customers provided for by the Law of Ukraine "On Public Procurement" for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation, approved by the Resolution of the Cabinet of Ministers of Ukraine dated 12.10.2022 No. 1178, as amended.
_Source of procurement financing: own budget (funds from the enterprise's economic activities).
_The price of the tender proposal cannot exceed the expected cost of the procurement item specified by the customer in the open tender announcement.
_ The tender proposal is evaluated by the electronic procurement system automatically based on the criteria and evaluation methodology defined by the customer in the tender documentation by applying an electronic auction (if two or more tender proposals are submitted).
The evaluation criterion is price. The weight of the criterion is 100%.
Tender proposal price – proposal price excluding value added tax (VAT).
An electronic auction (if applied) will also be conducted based on price proposals excluding VAT.
The most economically advantageous tender proposal is determined by the electronic procurement system as the tender proposal with the lowest price excluding VAT.
If the winning participant of the procurement procedure is a VAT payer, the contract price will include VAT in accordance with the requirements of current legislation of Ukraine when concluding the procurement contract.
_ All documents related to the tender proposal and prepared by the participant must be in Ukrainian. Tender proposal documents submitted in other languages must be accompanied by a certified translation into Ukrainian. The texts must be authentic, with the Ukrainian text being decisive. The participant is responsible for the quality and accuracy of the translation. Detailed information about the language(s) in which the tender proposals should be prepared is indicated in paragraph 7 of the "General Provisions" section of the tender documentation.
