The subject of the order is the "Preparation of a comprehensive report for assessing compliance with the basic requirements for construction and exercising construction supervision during the construction of sites: inter-block space on "Pristanishtna" street opposite PI 44238.505.1011, public zone for short-term stay and recreation "Chuchurkata", locality "Bakhchite" (PI 44238.190.57, PI 44238.190.53 and PI 44238.190.54), as well as inter-block space between the building of the RSPBNZS and the adjacent streets – "Pristanishtna" street, "Knyaz Ivan Kulin" street and "Hristo Botev" street (PI 44238.505.6060), within Activity 3 "Green Urban Infrastructure in the town of Lom" under project No. BG16FFPR003-2.006-0109-C01 "Combined Integrated Territorial Investments (ITI)", financed under the "Regions in Growth" Programme 2021–2027." The subject of the public procurement includes the following activities: Activity 1: Preparation of a comprehensive report for assessing the compliance of investment projects with the basic requirements for construction, in accordance with Art. 166, para. 1, item 1, in conjunction with Art. 142, para. 6, item 2 of the Spatial Development Act (ZUT), within the mandatory scope regulated in Art. 142, para. 4, para. 5 and para. 9 of the ZUT; Activity 2: Activities related to exercising construction supervision, as well as carrying out inspection and control of construction materials supplied and used in the construction, coordination of the construction process until the intervention site is put into operation, all regulated in Art. 166 and Art. 168 of the Spatial Development Act /ZUT/, as well as responsibilities arising from Art. 178 of the ZUT. The consultant is obliged to perform the mandatory scope of activities, in accordance with the requirements of the Spatial Development Act, the requirements of Ordinance No. 3 of 2003 on the preparation of acts and protocols during construction, taking into account the requirements of the Ordinance on the essential requirements for structures and the assessment of conformity of construction products, and all legal and sub-legal normative acts in the field of construction in Bulgaria. The scope of this public procurement includes the following sites: inter-block space on "Pristanishtna" street opposite PI 44238.505.1011, public zone for short-term stay and recreation "Chuchurkata", locality "Bakhchite" (PI 44238.190.57, PI 44238.190.53 and PI 44238.190.54), as well as inter-block space between the building of RSPBNZS and the adjacent streets – "Pristanishtna" street, "Knyaz Ivan Kulin" street and "Hristo Botev" street (PI 44238.505.6060), planned for the construction and development of green urban infrastructure in the town of Lom within Activity 3 "Green Urban Infrastructure in the town of Lom" under project No. BG16FFPR003-2.006-0109-C01 "Combined Integrated Territorial Investments (ITI)", financed under the "Regions in Growth" Programme 2021–2027. The areas represent urbanized spaces with the potential for developing elements of green urban infrastructure, which are currently characterized by a unsatisfactory technical and operational condition. The existing pavements are partially or completely compromised, executed in separate sections from deteriorated asphalt, earth or crushed stone coverings with disturbed flatness, with local subsidences, unevenness and lack of effective surface drainage, leading to retention of atmospheric waters. In a significant part of the scope, elements of landscaping are missing or severely deteriorated – alleys, sidewalks, curbs, recreation areas, as well as functionally shaped green spaces, with the existing vegetation being partially degraded and unorganized. The total indicative area of the sites subject to intervention amounts to approximately 7,259 sq.m., distributed among the individual terrains as follows: inter-block space on "Pristanishtna" street – about 2,190 sq.m., "Chuchurkata" zone – 3,301 sq.m. and inter-block space in the area of RSPBNZS – about 1,768 sq.m.
