«EL.GA. Valuation Process Digital Application» with OPS Code: 5129458

The subject of the contract is the implementation of a digital application to improve the valuation process, utilizing the existing database of its information system in combination with additional geospatial information, and interoperating with other public bodies such as the Ministry of Rural Development and Food, the OPEKEPE, etc. This digital application will enable the appraiser to organize, perform, and complete their appraisal, having all the necessary data available online or offline to complete the appraisal process on-site in their field of action (agricultural plot - farm), saving time, increasing reliability, reducing costs, and providing flexibility for the entire appraisal process. Furthermore, with the addition of geospatial and multimedia additional information within the appraisal framework, a large database is expected to be created for future use of Business Analytics applications, which enhance the organization's decision-making capability and ultimately improve its services. Therefore, the subject of the project is the implementation of a digital application with which the appraiser, using a portable device (tablet), completes the appraisal process on-site in their field of action, after having the ability to have all the necessary data concentrated and available online. It is clarified that the damage declaration process is not changed by this Project and that the damage appraisal of each agricultural plot is carried out according to the rules of agronomic science by an agronomist-appraiser of EL.GA. – it is supported but not changed by this Project. (para. 1.3 and ANNEX I of the Tender Documents).
