Implementation of green measures under the project 'Application of a new approach to improve air quality in the city of Veliko Tarnovo', funded under procedure BG16FFPR002-5.012 'Green measures in urban environment' (5), Priority 5 'Air' of the 'Environment 2021-2027' Program in the municipality of Veliko Tarnovo

The objective of the procedure is to contribute to the improvement of ambient air quality (AAQ) by reducing excessive levels of fine particulate matter (PM10) in municipalities with impaired air quality in this indicator during the period 2017-2021. Secondary dust has a contribution to the recorded excessive levels of PM10. Support for greening measures in the urban environment will have a positive impact. The focus is on AAQ through priority investments in plant species with the highest degree of effectiveness in capturing PM10 and purifying the air naturally. The procedure aims to directly contribute to achieving the goals of Priority 5 of the POS 2021-2027 and in particular to achieving the indicators, as well as the goal of the National Air Pollution Control Program, namely – reducing pollution with PM10, as well as to the implementation of priority actions in the review of the implementation of EU environmental policies (PIPOOS) from 2019, noted in the report for Bulgaria, namely: To accelerate the reduction of emissions and concentration of particulate matter (PM2.5 and PM10). The measures under this procedure, along with other measures supported by various funding sources under European and national programs, as well as funds from the municipal budget, are expected to contribute to the fulfillment of the country's commitments to improve air quality management, as well as to the goals arising from national legislation - Ordinance No. 12 of July 15, 2010, on standards for sulfur dioxide, nitrogen dioxide, fine particulate matter, lead, benzene, carbon monoxide, and ozone in ambient air, which transposes Directive 2008/50/EC of the European Parliament and of the Council of May 21, 2008, on ambient air quality and for cleaner air for Europe (Directive 2008/50/EC). Within the scope of the public procurement, the following activities shall be carried out: 1. Preparation of an updated planting plan after obtaining approval for underground infrastructure, which must be approved by the contracting authority before starting planting activities. 2. Site preparation activities. 3. Delivery, planting, and securing of tree, shrub, semi-shrub, and herbaceous species, and turfing, for all land parcels consolidated into 30 zones. 4. Delivery and laying of irrigation systems for newly planted vegetation. 5. Delivery and installation of perforated plates, curbs, and non-parking barriers. All planned activities and their quantities are detailed in the technical specification of the public procurement.
