Доставеното оборудване да е комплектувано с необходимите елементи, така че да е работоспособно и да изпълнява функциите, заложени в спецификацията. Ако се окаже, че оборудването не може да изпълнява дадена функция поради недостиг или липса на съответните елементи, същите трябва да бъдат доставени за сметка на Изпълнителя.
