This document explains the details of the work that the Japan International Cooperation Agency (hereinafter referred to as "JICA") intends to commission to private consultants, etc., and the method for selecting the contractor (planning competition).
Planning competition is a method of selecting the most advantageous contractor for JICA by comprehensively evaluating the proposals submitted by participants, including their plans, technical proposals, and capabilities.
Participants are requested to submit proposals and quotations for this work based on this document and the provided materials.
Furthermore, Chapter 2 "Draft Special Specifications" and Section 2 "Conditions for Work Implementation" of Chapter 3 in this document indicate the basic content for preparing proposals. Participants are not prevented from supplementing, improving, or modifying any part thereof when submitting their proposals.
The content of the proposals will be discussed in the contract negotiations with the party granted negotiation rights, and the final "Special Specifications" will be agreed upon as an attachment to the contract.

Chapter 1: Planning Competition Procedures
1. Matters for Competition
(1) Work Name: Strengthening Tsunami Warning Capability in the Kingdom of Tonga
(2) Work Content: As per "Chapter 2 Draft Special Specifications"
(3) Applicable Contract Terms: The "Contract Terms for Business Implementation and Support Services" will be applied. Accordingly, the services (services) stipulated in the contract will be organized as overseas transactions, meaning services provided outside Japan, and will be treated as tax-exempt transactions. Therefore, please do not add consumption tax to the final quotation. (All expense items are tax-exempt).
For services related to invitations to Japan, a separate contract applying the "Contract Terms for Support Services for Technical Training, etc." will be concluded. In the final quotation for that contract, please itemize separately the main contract and the invitations to Japan.
(4) Contract Performance Period (Planned): December 2026 - November 2029
While there is no intention to divide the above contract performance period, participants are permitted to propose a division of the contract performance period after considering the work implementation schedule. If the contract performance period is divided and any period exceeds 12 months, the maximum amount for advance payment will be limited. Specifically, advance payments will be permitted to be claimed in installments of one year each, with a maximum limit set for each installment.
It is possible that the local work period, contract performance period, and work content described in this planning competition explanatory document may change due to reasons on the part of the client government, etc. These will be determined through consultation during contract negotiations.
(5) Advance Payment Restrictions
For this contract, as the contract performance period exceeds 12 months, the maximum amount for advance payment will be restricted.
Specifically, advance payments will be permitted to be claimed in installments of one year each, with the following maximum limits set for each installment. This is based on the planned contract performance period mentioned in (4) above. Limits for different contract performance periods, etc., will be confirmed during contract negotiations.
1) 1st installment (after contract conclusion): Limited to 13% of the contract amount.
2) 2nd installment (13 months or more after contract conclusion): Limited to 13% of the contract amount.
3) 3rd installment (25 months or more after contract conclusion): Limited to 13% of the contract amount.
(6) Partial Payment Setup
For this contract, one partial payment will be set up per fiscal year. The specific timing of partial payments will be confirmed during contract negotiations, but the following is anticipated.

3. Eligibility for Competition Participation
(1) Confirmation of Various Qualifications
Please refer to the latest version of the "Guidelines for Proposal Preparation in Consultant Contracts" for the following:

(2) Exclusion of Conflicts of Interest
There are no specific excluded parties.
(3) Possibility of Joint Venture Formation
Joint ventures are permitted. However, the work supervisor must be from the representative of the joint venture.
Furthermore, members of the joint venture (excluding the representative) are not required to meet the competition participation qualification requirements specified in 2) above (1), namely the "Unified Qualifications for All Ministries" and "Japanese Registered Corporations" (corporate registration, etc. may be confirmed during contract negotiations).
If forming a joint venture, please create and attach a "Joint Venture Formation Notification" (no specific format) to the proposal. Signatures of the representatives or company seals of all companies, including the representative and members of the joint venture, may be omitted. Re-contracting with joint venture members is not permitted.
