This document explains the details of the services that the Japan International Cooperation Agency ("JICA") intends to entrust to private consultants, etc., and the method for selecting the service provider (Request for Proposals).
A Request for Proposals is a method of selecting the most advantageous contractor for JICA by comprehensively evaluating the proposals submitted by competing participants, including their plans, technical proposals, and capabilities.
Competing participants are requested to submit proposals and quotations for this service based on this document and the loaned materials.
Please note that Chapter 2, "Draft Special Specifications," and Chapter 3, Section 2, "Conditions for Service Implementation," of this document outline the basic content for preparing proposals. This does not prevent competing participants from supplementing, improving, or amending parts of these sections when submitting their proposals.
The proposed content of the proposals will be discussed during the contract negotiations with the party granted the right to negotiate the contract, and the "Special Specifications" agreed upon will be attached to the final contract.

Chapter 1: Procedures for Request for Proposals
1. Matters for Competition
(1) Business Name: "Urban Waste Management Advisor" in Ghana and "Urban Waste Management Advisor" in Liberia
(2) Business Content: As per "Chapter 2: Draft Special Specifications"
(3) Applicable Contract Terms: The "Contract Terms for Business Implementation and Support Services" will apply. Accordingly, contracts where the services stipulated in the contract are provided overseas will be treated as overseas transactions and will be non-taxable for consumption tax. Therefore, please do not add consumption tax to your final quotation. (All items are non-taxable)
(4) Contract Performance Period (Planned): November 2026 - January 2029
While there is no intention to divide the contract performance period mentioned above, competing participants are permitted to propose a division of the contract performance period after considering the service implementation schedule. If the contract performance period is divided and each period exceeds 12 months, the maximum amount for advance payment will be restricted. Specifically, advance payments will be permitted to be claimed in installments of one year each, with the following limits set.
It is possible that the local work period, contract performance period, and business content described in this Request for Proposals may change due to reasons on the part of the client government. These will be determined through consultation during contract negotiations.
(5) Advance Payment Restrictions
As the contract performance period for this contract exceeds 12 months, the maximum amount for advance payment will be restricted.
Specifically, advance payments will be permitted to be claimed in installments of one year each, with the following limits set. Please note that this is based on the assumption of the contract performance period mentioned in (4) above, and limits for different contract performance periods will be confirmed during contract negotiations.
1) First payment (after contract signing): Up to 17% of the contract amount.
2) Second payment (13 months after contract signing): Up to 17% of the contract amount.
3) Third payment (25 months after contract signing): Up to 6% of the contract amount.
(6) Interim Payment Setup
For this contract, one interim payment will be set up per fiscal year. The specific timing of interim payments will be confirmed during contract negotiations, but the following is anticipated.

3. Eligibility for Competition

(2) Exclusion of Conflicts of Interest
There are no specific exclusions.
(3) Possibility of Forming a Joint Venture
Joint ventures are permitted. However, the project manager must be from the representative of the joint venture.
Members of the joint venture (excluding the representative) are not required to meet the following eligibility requirements specified in (1) 2) above: 1) Unified qualification for all ministries, and 2) Japanese registered corporations (corporate registration, etc. may be confirmed during contract negotiations).
If forming a joint venture, please create and attach a "Joint Venture Formation Notification" (no specific format) to the proposal. The representative's seal or company seal of all representative and member companies is optional for the formation notification. Furthermore, subcontracting with joint venture members is not permitted.
