Competitors are requested to submit proposals and quotations for this work based on this document and the loaned materials.
Furthermore, Chapter 2 "Draft Special Specifications" and Chapter 3, Section 2 "Conditions for Work Implementation" of this document indicate the basic content for preparing proposals, and do not preclude competitors from supplementing, improving, or modifying them when submitting their proposals.
