This document explains the details of the work that the Japan International Cooperation Agency (hereinafter referred to as "JICA") intends to entrust to private consultants, etc., and the method for selecting the contractor.
For the procurement of this work, the successful bidder will be determined based on the comprehensive score obtained from the technical evaluation score, which is derived from a comprehensive evaluation of the plans, technical proposals, and capabilities of the competitors based on the technical proposals submitted by the competitors, and the price evaluation score, which is based on the bid amount stated in the bids submitted by the competitors. This bidding method is adopted to select the most advantageous contractor for JICA.
Competitors are requested to submit technical proposals and bids for this work based on this document and the provided materials.

Chapter 1: Bidding Procedures
1. Matters for Competition
(1) Work Name: Preparatory Survey for the Human Resource Development Scholarship Program in Mongolia (General Competitive Bidding (Comprehensive Evaluation - Lump Sum Type))
(2) Work Content: As per "Chapter 2 Special Specifications"
(3) Applicable Contract Terms: The "Contract Terms for Survey Services" will be applied. Accordingly, this will be treated as a taxable transaction for consumption tax, and consumption tax will be added to the contract. (All items are taxable)1
(4) Contract Performance Period (Planned): November 2026 to September 2027
If it becomes necessary to change the work schedule, etc., described in these Bidding Instructions due to reasons on the part of the client government, necessary adjustments will be made.
(5) Lump Sum (Fixed Price Contract) Type Contract
This contract will be awarded on a lump sum (fixed price contract) basis for the completion of the deliverables for the work, rather than a payment determination method based on work experience.
(6) Setting of Partial Payments
For this contract, one partial payment will be set per fiscal year.2 The specific timing of partial payments will be confirmed at the time of contract signing, but the following is anticipated.

1 For e-bidding projects, the amount entered into the e-bidding system is exclusive of tax, but as it is a taxable transaction for consumption tax, please prepare the final quotation and contract including consumption tax.

(2) Exclusion of Conflicts of Interest
There are no specific excluded parties.
(3) Possibility of Forming Joint Ventures
Joint ventures are permitted. However, the project manager must be from the representative of the joint venture.
2 For members of a joint venture (excluding the representative), the following qualifications required in 2) above are not necessary: 1) Unified qualification for all government ministries and agencies, and 2) Japanese registered company (corporate registration, etc. may be confirmed by the contract signing date).
If forming a joint venture, please create and attach a "Joint Venture Formation Notification" (no specific format) to the technical proposal. The representative's seal or company seal of all representative and member companies is optional for the notification. Furthermore, subcontracting with joint venture members is not permitted.
