(6) Bidding Method:
When determining the successful bid, the bid price will be the amount written on the bid form (total amount) plus 10% of that amount (if there is a fraction of less than 1 yen, it will be rounded down). Therefore, bidders must write the amount equivalent to 100/110 of the estimated contract amount on the bid form, regardless of whether they are subject to consumption tax and local consumption tax.
2 Competition Participation Qualifications
(1) Not falling under the provisions of Article 70 of the Cabinet Order concerning Budget, Expenditure, and Accounting. Minors, persons under guardianship or assistance who have obtained the consent necessary for concluding the contract fall under special reasons in the said article.
(2) Not falling under the provisions of Article 71 of the Cabinet Order concerning Budget, Expenditure, and Accounting.
(3) Must be classified as Grade A, B, or C in "Sale of Products" in the Reiwa 7, 8, 9 Ministry of Justice competitive participation qualifications (unified qualification for all ministries and agencies) and have bidding qualifications in the "Kinki Region," or be a person who does not have such qualifications but submits a competition participation qualification application and is classified into the above grades by the bid submission deadline.
The application period and location for the above qualifications are in accordance with the unified qualification application method for all ministries and agencies.
(4) Must be registered as a gas retailer under Article 3 of the Gas Business Act.

(1) Language and Currency Used in Contract Procedures: Japanese and Japanese currency only.
(2) Bid Security and Contract Security: Waived.
(3) Matters Required of Bidders:
Those wishing to participate in this general competitive bidding must submit the required documents in addition to the bid form by the bid submission deadline.
Furthermore, they must respond if requested to provide explanations regarding such documents by the Disbursement Authority.
(4) Invalid Bids: Bids submitted by those who do not possess the required competition participation qualifications or bids that violate the bidding conditions will be deemed invalid.
(5) Requirement for Contract Creation: Required.
(6) Method of Determining the Successful Bidder:
The successful bidder will be the one who is judged by the Disbursement Authority to be able to reliably supply the products specified in this notice, has submitted the lowest valid bid within the limit of the estimated price prepared based on Article 79 of the Cabinet Order concerning Budget, Expenditure, and Accounting.
(7) Negotiation during Procedures: None.

(3) Have Grade A or B or C“Sale of products” in terms of the qualification for participating in the tenders required by the Ministry of Justice (uniform qualification for every ministry and agency) in the Fiscal Years 2025, 2026 and 2027, and meet the requirements for participating intenders within the Kinki region. (4) Person undergoing registration of a“Gas Retailer Business”on the Gas Business Act.
