1. Procurement Details
(1) Item Classification Number: 14
(2) Subject and Quantity: Purchase of document camera, 810 units
(3) Specifications of the procured item: Must have characteristics separately instructed by the authorized officer for disbursement.

(6) Bidding Method: When determining the successful bidder, the successful bid price shall be the amount written on the tender document plus 10% of that amount (if there is a fraction of less than one yen, that fraction shall be rounded down). Therefore, bidders shall write on the tender document an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or non-taxable businesses for consumption tax.
2. Qualifications for Participation in Competition
(1) Not to be subject to Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. However, minors, persons under guardianship or assistance who have obtained the necessary consent for concluding the contract may be applicable under special circumstances in the said article.
(2) Not to be subject to Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
(3) To be classified in grade "A", "B", or "C" in "Manufacturing of Goods" or "Sales of Goods" under the FY2025, 2026, and 2027 Ministry of Finance competitive bidding qualifications (unified for all ministries and agencies) and to have qualifications for bidding in the Kanto-Koshinetsu region, or to be a person who has not yet undergone the qualification examination and who submits an application for qualification examination and is registered in the list of qualified bidders by the deadline for receiving tender documents and is classified in the said grade.
(4) Not to have been suspended from bidding, etc., by any ministry or agency (including persons specially approved by the authorized officer for disbursement).
(5) A person whose business condition or credit is not deemed to have extremely deteriorated, and who can ensure proper performance of the contract.
3. Place of Submission of Tender Documents, etc.

4. Use of Procurement Portal
This procurement will be carried out through bidding and bid opening/closing procedures using the Procurement Portal.
However, paper tender documents may also be submitted.
5. Other
(1) Language and currency to be used in bidding and contract procedures: Japanese language and Japanese currency.
(2) Tender security and contract security: Exempt.
(3) Matters required of bidders: Those who wish to participate in this public tender must submit the documents required for tender participation as indicated in the tender documents by their respective deadlines. Furthermore, bidders must respond to requests for explanations regarding such documents from the authorized officer for disbursement by the day before the bid opening date.
(4) Invalid bids: Tender documents submitted by persons who do not meet the competitive bidding qualifications indicated in this announcement, and tender documents that violate the conditions of bidding, shall be deemed invalid.

(6) Method of determining the successful bidder: The successful bidder shall be the one who submitted the lowest bid within the limit of the estimated price prepared in accordance with Article 79 of the Cabinet Order concerning the Budget, Auditing and Accounting, and submitted a valid bid.

(c) have Grade 'A' , 'B' or 'C' in manufacturing or sale etc.in the Kanto-Koushinetsu district, in terms of the qualification for participating in tenders related to Ministry of Finance(Single qualification for every ministry and agency) in the fiscal years 2025,2026 and 2027.
(d) have not received suspension of designated contractor status, etc. from any ministry or agency (including person specially qualified by officials in charge of disbursement of the procuring entity).
(e) an eligible person is a person whose business condition and credit are deemed not to be a sever degradation, and who is sure to implement the contract.
