1. Procurement Details

(6) Bidding Method: The bid amount shall be the total price. For the determination of the successful bid, the bid price will be the amount written on the bid form plus 10 percent of that amount. Therefore, bidders, regardless of whether they are taxable or exempt from consumption tax and local consumption tax, shall write the amount equivalent to 100/110 of the estimated amount on their bid form.
2. Qualifications for Participation in Competition
(1) Not falling under the provisions of Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. However, this does not apply to minors, persons under guardianship or assistance who have obtained the necessary consent for concluding the contract.
(2) Not falling under the provisions of Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must be rated Grade A, B, or C in "Information Processing" or "Software Development" under "Offer of Services, etc." in the Reiwa 7, 8, 9 Ministry of Internal Affairs and Communications Procurement Participation Qualification (Unified Qualification for All Ministries and Agencies) and have qualification to participate in competition in the Kanto-Koshinetsu district.
(4) Must have the qualifications determined by the Authorized Officer for Disbursement based on the provisions of Article 73 of the Cabinet Order concerning Budget, Auditing and Accounting. For details, please refer to the tender documentation.
(5) Must not be a person whose management is substantially controlled by a yakuza or a person equivalent thereto.
3. Obligations Required of Bidders, etc.
Those who wish to participate in the tender must submit the various documents clearly indicated in the tender documentation to the location specified in 4.(1) by 4:00 PM on November 24, Reiwa 8. Furthermore, if requested to provide explanations regarding the submitted documents, they must comply.

(1) Language and currency to be used in contract procedures: Japanese language and Japanese currency.
(2) Bid bond and contract security: Exempt.
(3) Requirement for contract creation: Required.
(4) Invalid bids: Bids submitted by persons who do not have the qualifications for participation in the competition indicated in this announcement, persons who have made false or fraudulent entries in the various submitted documents, or persons who have failed to fulfill the obligations required of bidders, shall be deemed invalid.
(5) Method of determining the successful bidder: The successful bidder will be the one who has submitted the lowest valid bid within the limit of the estimated price prepared in accordance with Article 79 of the Cabinet Order concerning Budget, Auditing and Accounting.

Furthermore, minors, Person under con-servator ship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause, ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting, ③satisfy the Grade A or Grade B or Grade C qualification that is “Information processing” or “Software development” on “offer of services etc” in the Kanto・Koushinetsu district. These qualifications are specified in tender by Ministry of In-ternal Affairs and Communications(single qualification for every ministry and agency)，in the fiscal years 2025 , 2026 and 2027.④have the qualification ac-cording to the Article 73 of the Cabinet Order.
