Tender documents will be distributed at the above distribution location, the Kagoshima Labor Bureau website, and the procurement portal site.
3. Qualifications for Participation in Competitive Bidding
(1) Must not fall under the provisions of Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for concluding a contract may be applicable under cases of special reasons within the said clause.
(2) Must not fall under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must have qualification for participation rated in Grade A, B, or C for "Sales of Goods and Provision of Services" in the FY2025, 2026, and 2027 qualification for participation in competitive bidding with the Ministry of Health, Labour and Welfare (unified qualification for all ministries and agencies).
(4) For those to whom the systems listed in the following items apply, there must be no arrears in insurance premiums for the two years immediately preceding the deadline for bid submission (for items ⑤ and ⑥, for two insurance years).

(5) Must be recognized as having not provided false information in the qualification application and supporting documents.

(8) Must not be under a suspension of business from the Ministry of Health, Labour and Welfare.
(9) Must not have received administrative disposition, etc. for violation of laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within the past year.
4. Bidding Method, etc.
(1) Bidding Method:
The bid amount shall be the total amount. The successful bid price will be the bid amount plus 10% of that amount (if there is a fraction of less than one yen, it will be rounded down). Therefore, bidders shall write in the bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are a taxable or tax-exempt business with respect to consumption tax, etc.
(2) Use of Electronic Procurement System:
This tender will be conducted using the electronic procurement system. However, paper bids will be permitted for those for whom it is difficult to use the electronic procurement system, upon written request to the Obligating Officer.
5. Other
(1) Language and currency to be used in contract procedures: Japanese and Japanese Yen
(2) Bid bond and contract deposit: Exempt
(3) Matters required of bidders: Those who wish to participate in this public invitation must submit documents proving their ability to perform the work specified in this notice by the designated deadline. Bidders must respond to requests for explanation regarding such documents from the Obligating Officer. Furthermore, those who wish to participate in the tender must submit a pledge stating that they are not a gangster, etc., along with the aforementioned supporting documents.
(4) Invalid bids: Bids submitted by persons who do not have the qualifications for participation in this public invitation, bids submitted by those who have not fulfilled the obligations required of bidders, and bids that violate the conditions of bidding shall be deemed invalid. Furthermore, if a bidder fails to submit the pledge in (3), submits a false pledge, or violates the pledge, their bid shall be deemed invalid.
(5) Method of determining the successful bidder: Among the bidders who have submitted bids in accordance with the provisions of the tender documents, the successful bidder shall be the one who meets all the qualification requirements and specification requirements, is determined by the Obligating Officer to be capable of performing the contract, whose bid price is within the limit of the estimated price prepared in accordance with Article 79 of the Cabinet Order concerning Budget, Auditing and Accounting, and who has submitted the lowest valid bid.
