(3) Specifics of the Procurement Item
The item shall possess the specific characteristics designated by the Authorized Officer for Disbursement in the tender explanation and specifications regarding the performance of the purchased goods.

(6) Bidding Method
The bid amount shall be the price for the contracted power and estimated electricity consumption presented by this center, based on the unit price per contracted power (kW unit price, which shall be a single value within the same month) and the unit price per electricity consumption (kW unit price, which shall be a single value within the same month) set by each company. (Fractions of a yen may be included).
For the award decision, the successful bid price will be the amount obtained by adding 10 percent of the bid amount to the amount stated in the bid form (if there are fractions of less than one yen, such fractions shall be rounded down). Therefore, bidders shall state in their bid forms an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or exempt from consumption tax and local consumption tax.
2 Qualification for Participation in Bidding
(1) The applicant shall not fall under the provisions of Article 70 of the Order on Expenditure, Audit, and Accounting. However, minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under the special circumstances provided for in the same article.
(2) The applicant shall not fall under the provisions of Article 71 of the Order on Expenditure, Audit, and Accounting.
(3) The applicant shall have been rated as Grade A or B in "Sales of Goods" in the Reiwa 7, 8, and 9 Ministry of Justice Competitive Bidding Qualifications (Unified Qualifications for All Ministries and Agencies) and possess competitive bidding qualifications in the Kanto-Koshinetsu region.
(4) The applicant shall be registered as a retail electricity business operator in accordance with the provisions of Article 2-2 of the Electricity Business Act.
(5) From the perspective of considering the element of CO2 reduction, the applicant shall meet the criteria specified in the tender explanation.
(6) The applicant shall possess the qualifications determined by the Authorized Officer for Disbursement in accordance with the provisions of Article 73 of the Order on Expenditure, Audit, and Accounting.

(3) Requirements for Bidders
Those who wish to participate in this general competitive bidding must submit the necessary documents specified in the tender explanation to the place indicated in 3(1) or the electronic procurement system by October 19, Reiwa 7 (Monday).
Furthermore, bidders shall respond to any requests for explanation regarding the submitted documents from the Authorized Officer for Disbursement up to the date of bid opening.
(4) Invalid Bids
Bids submitted by persons who do not meet the qualifications for participation in this tender, or bids that violate the terms and conditions of the tender, shall be deemed invalid.

(6) Method of Selecting the Successful Bidder
The successful bidder shall be the bidder who submits the lowest valid bid within the limit of the estimated price established in accordance with Article 79 of the Order on Expenditure, Audit, and Accounting.
