2. Matters concerning competitive bidding
(1) Bid Title: Review for Advanced Collection and Aggregation of Fire Service Statistics, etc., (Lump Sum)

(6) Use of Electronic Procurement System
This matter will be handled using the "Electronic Procurement System" for bidding, bid opening/closing, and contract procedures. However, if it is difficult to use the "Electronic Procurement System" due to unavoidable reasons, a reason statement as defined in the bid explanation document must be submitted to the location specified in item 6 below between 9:30 AM on September 2, 2026, and 5:00 PM on October 23, 2026, and only with approval can paper-based bidding, bid opening/closing, and contract procedures be used. For details, please refer to the bid explanation document.
3. Location and Date/Time of Bidding and Bid Opening
(1) Location: Fire and Disaster Management Agency, 2nd Conference Room, 3rd Floor, Central Government Building No. 2.
(2) Date and Time: November 10, 2026, 10:00 AM.
4. Qualifications required for participants in competitive bidding
(1) Must not fall under the provisions of Article 70 of the Public Accounting Act.
However, this does not apply to minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion.
(2) Must not fall under the provisions of Article 71 of the Public Accounting Act.
(3) Must be rated "A" or "B" in "Services" or "Other" in the Fiscal Years 2025/2026/2027 Ministry of Internal Affairs and Communications Competitive Bidding Qualification (All-Ministry Unified Qualification) and possess competitive bidding qualifications in the Kanto-Koshinetsu region.
(4) Must not be within the period of suspension of bidding based on the "Guidelines for Suspension of Bidding by the Ministry of Internal Affairs and Communications or Other Ministries, etc.". However, for the suspension period imposed by other ministries, etc., dates exceeding the suspension period of the Ministry of Internal Affairs and Communications shall not be included.
(5) Must have submitted the documents required in item 5 below and met the conditions as a bidder.
(6) Must not be a person whose business is substantially controlled by a yakuza or equivalent.
5. Obligations required of bidders
Those wishing to participate in the bidding must submit the following documents via the "Electronic Procurement System" between 9:30 AM on September 2, 2026, and 5:00 PM on October 23, 2026. However, if it is difficult to use the "Electronic Procurement System" due to unavoidable reasons, they must be submitted to the location specified in item 6 by the deadline.
(1) Proposal document prepared in accordance with the attached "Proposal Document Creation Guidelines" (number of copies specified in the "Proposal Document Creation Guidelines". If not specified, 2 copies).
(2) Copy of the competitive bidding qualification examination result notification.
(3) Preliminary estimate (including breakdown).
(4) Bid form (The bid form must be submitted via the "Electronic Procurement System" by 5:00 PM on October 23, 2026. However, if submitting a paper bid (in person or by mail) as per item 2 (6) above, the bid form must be placed in an envelope, sealed, with the bidder's name, bid title, and bid opening date written on the surface, and submitted to the location specified in item 6 below by 5:00 PM on October 23, 2026).

7. Date and time and place of bid explanation meeting
No bid explanation meeting will be held.
8. Bid security and contract security
Exempt.
9. Invalid bids
Bids submitted by persons who do not meet the qualifications required for participation in this announcement, and bids that violate the conditions related to bidding, shall be deemed invalid.
10. Amount to be stated on the bid form
When determining the successful bidder, the successful bid price will be the amount stated on the bid form plus 10% of that amount (if there is a fraction of less than 1 yen, such fraction will be rounded down). Therefore, bidders shall state the amount equivalent to 100/110 of the estimated contract amount on their bid form, regardless of whether they are a taxable or non-taxable business with respect to consumption tax.
11. Method of determining the successful bidder
The successful bidder will be the one who meets the minimum requirements for the mandatory items among the performance requirements specified in the bid explanation document, whose bid price is within the limit of the estimated price prepared based on Article 79 of the Public Accounting Act, and who achieves the highest score based on the comprehensive evaluation method.
However, as the criteria based on Article 85 of the Public Accounting Act may apply, those wishing to participate in the bid should carefully read the bid explanation document.
12. Requirement for contract creation
A contract shall be created upon conclusion of the contract.
However, it may be omitted if the contract amount is less than 2.5 million yen.
