(5) Bidding Method
Since the successful bidder will be determined by a comprehensive evaluation and bidding method, please submit documents for comprehensive evaluation. The successful bid price will be the amount obtained by adding 10% of the amount stated in the bid form (excluding consumption tax and local consumption tax on expenses subject to taxable purchases in the calculation of the bid amount) to that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down). Therefore, bidders shall state in their bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.

This procurement is subject to the Electronic Procurement System (Government Electronic Procurement System (GEPS)) (hereinafter referred to as the "System"). Proposals and bids must be submitted through the System.
3. Qualifications Required for Bidders
(1) Not falling under the provisions of Article 70 of the Public Accounting Act concerning budget, settlement, and accounting. However, this does not apply to minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion.
(2) Not falling under the provisions of Article 71 of the Public Accounting Act concerning budget, settlement, and accounting.
(3) Must be rated A, B, C, or D in the category of "Provision of Services, etc." in the FY2025, FY2026, FY2027 Qualification Examination for Participation in Competitive Bidding (Unified Qualification for All Ministries) administered by the Cabinet Office.
(4) Not within the period of disqualification from bidding based on the Measures for Disqualification from Bidding related to Contracts for Goods, etc. at the Cabinet Office.
(5) In addition to the above, must possess the qualifications specified in the tender explanatory documents.

(3) Matters Required of Bidders
Those who wish to participate in this open competition must prepare documents for comprehensive evaluation based on the specifications provided by the Strategic Planning and Innovation Promotion Bureau of the Cabinet Office and submit them through the System by the deadline specified in the announcement. Furthermore, if requested to provide explanations regarding the documents by the authorized officer for expenditure or other officials by the day before the bid opening date, they must comply. The documents for comprehensive evaluation prepared by the bidder will be reviewed by the Strategic Planning and Innovation Promotion Bureau of the Cabinet Office, and only bids submitted by those who have passed the technical review will be eligible for award.
(4) Invalid Bids
Bids submitted by persons who do not meet the qualifications required for participation in this announcement, and bids that violate the conditions of bidding, shall be deemed invalid.

(6) Method of Determining the Successful Bidder
From among the bidders who have submitted proposals that meet all the minimum requirements of the mandatory items specified in the tender explanatory documents, the authorized officer for expenditure shall determine the successful bidder by the comprehensive evaluation method prescribed in the tender explanatory documents, within the limit of the estimated price prepared in accordance with Article 79 of the Public Accounting Act concerning budget, settlement, and accounting. However, if it is recognized that the contract may not be performed in accordance with its terms by the bidder who would be the successful bidder, or if it is recognized that contracting with that person would disrupt the order of fair trade and be extremely inappropriate, the bidder with the highest evaluation among other bidders who submitted bids within the limit of the estimated price may be selected as the successful bidder.
