(6) Use of Electronic Procurement System
This matter shall use the "Electronic Procurement System" for bidding, bid opening/closing, and contract procedures. However, if it is unavoidable to use the "Electronic Procurement System", paper bidding, bid opening/closing, and contract procedures may be used only if a reason statement as defined in the tender explanation document is submitted to the place indicated in Section 6 below between 9:30 AM on July 31, 2026, and 5:00 PM on September 21, 2026, and approval is obtained. 3 Place and Time of Bidding and Bid Opening
(1) Place: 3rd Floor, Central Government Building No. 2, Fire and Disaster Management Agency Second Conference Room
(2) Time: 10:00 AM on October 6, 2026
4 Qualifications Required for Bidders
(1) Not falling under the provisions of Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting.
However, this does not apply to minors, persons under guardianship or assistance, who have obtained the necessary consent for concluding the contract.
(2) Not falling under the provisions of Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Those who have been graded A or B in "Services (Information Processing, Software Development, or Other)" in the FY2025, 2026, and 2027 General qualifications for participation in tenders with the Ministry of Internal Affairs and Communications (Unified qualification for all ministries and agencies), and are eligible to participate in tenders in the Kanto-Koshinetsu region.
(4) Not currently suspended from bidding based on the suspension of bidding measures by the Ministry of Internal Affairs and Communications or other ministries and agencies. However, the suspension period by other ministries and agencies does not include dates exceeding the suspension period by the Ministry of Internal Affairs and Communications.
(5) Those who have submitted the documents required in Section 5 below and meet the conditions as bidders.
(6) Not a person whose management is substantially controlled by an organized crime group or a person equivalent thereto.
5 Obligations Required of Bidders
Those who wish to participate in the tender must submit the following documents via the "Electronic Procurement System" between 9:30 AM on July 31, 2026, and 5:00 PM on September 21, 2026. However, if it is unavoidable to use the "Electronic Procurement System", the documents must be submitted to the place indicated in Section 6 below by the deadline.

(2) Preliminary estimate (with breakdown and supporting certificates attached)
(3) Tender document (pre-submission, see Section 10 below)
(4) Power of attorney (only if applicable to the provisions in the tender explanation document)

7 Place and Time for Tender Explanation Meeting
No tender explanation meeting will be held.

9 Invalid Bids
Bids submitted by those who do not have the qualifications required for participation in the tender as indicated in this notice, and bids that violate the conditions related to bidding, shall be deemed invalid.
10 Amount to be Stated in Tender Document
When determining the successful bidder, the successful bid price will be the amount obtained by adding 10% of the relevant amount to the amount stated in the tender document (if there is a fraction of less than 1 yen, the fraction will be rounded down). Therefore, bidders shall state in their tender documents an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax.
11 Method of Determining the Successful Bidder
The successful bidder will be the bidder who meets the minimum requirements for essential items among the performance and other requirements clarified in the tender explanation document, and who has submitted the lowest valid bid within the limit of the estimated price prepared based on the provisions of Article 79 of the Cabinet Order concerning Budget, Auditing and Accounting.
However, the criteria based on Article 85 of the Cabinet Order concerning Budget, Auditing and Accounting may apply, so those who intend to participate in the tender should read the tender explanation document carefully.
12 Requirement for Contract Document Creation
A contract document shall be created upon conclusion of the contract.
However, it may be omitted if the contract amount is less than 2.5 million yen.
