Some municipalities have implemented traffic control and guidance using security guards, which are considered to have a certain effect. However, imposing strict security measures in tourist areas that rely on their townscape, scenery, and atmosphere as tourist resources may diminish their attractiveness as tourist destinations. 3. Desired Effects: To grasp the effectiveness of dispersion measures implemented to prevent dangerous pedestrian passage due to queues and congestion while preserving the existing scenery and atmosphere of the city's tourist destinations, and to identify more effective and sustainable congestion measures. 4. Work Content: (1) Measurement of Effects of Tourist Dispersion Measures in Ichibangai, Kanetsuki-dori, etc. (Traffic Volume Survey) ① Purpose of this work: To understand the traffic conditions around Ichibangai (from Satsu-no-tsuji intersection to Naka-cho intersection) on the survey days to verify the effects of dispersion measures. To grasp the actual situation of tourist traffic with and without dispersion measures, and to create a correction factor to convert the values from mobile device information to actual numbers. ② Survey methods: Conduct the following four types of surveys (i) to (iv). Survey locations and methods are as shown in the "Traffic Volume Survey Locations" table. The classification of traffic volume surveys in (i) and (ii) shall follow the definitions in the "Manual for Conducting General Traffic Volume Surveys" (Traffic Volume Survey Edition) of the "Reiwa 7 Fiscal Year National Road and Street Traffic Situation Survey" by the Road Bureau, Ministry of Land, Infrastructure, Transport and Tourism, with 3 classifications for pedestrians and 4 classifications for vehicles. i. Implementation period: Approximately one week before and after the dispersion measure implementation dates. (3) Verification of Business Effects and Future Measure Planning: ① Purpose of this work: To consider future challenges and directions for improving future measures based on the results of work items (1) and (2). ② Work method: Conduct effect verification by comparing before and after measures, and by using a control group. The verification will be carried out by grasping the following points for each indicator: i. Impact on vehicle traffic: Changes in vehicle traffic volume on Ichibangai, changes in traffic volume on surrounding roads (grasping Ken-do Kawagoe-Ageo Line, City Hall Front, Matsue-cho, etc., using mobile device information), changes in congestion length at intersections (Satsu-no-tsuji, Naka-cho), changes in travel speed (travel time) on Ichibangai, changes in bus delay times (surveyed using bus operator information). ii. Congestion mitigation on Ichibangai (pedestrians): Changes in pedestrian traffic volume on Ichibangai, changes in pedestrian density on Ichibangai, changes in pedestrian speed on Ichibangai. iii. Dates and Times for Dispersion Measures Implementation: (1) Saturdays or Sundays between the date of contract conclusion and December 31, Reiwa 8, from 11:00 AM to 3:00 PM (tentative). The implementation date will be designated through consultation between the client and the contractor within the above period. (2) Survey days for effect verification as per item 5 shall be Saturdays or Sundays within the same period. (These shall be conducted on days when dispersion measures or traffic measures are not implemented in this city.) 8. Payment Method: Payment upon completion. 9. Subcontracting: If any part of this work is subcontracted to a third party, the content of the subcontracted work, the name of the subcontractor, and the reason for subcontracting must be clearly stated, submitted in writing in advance, and approved by Kawagoe City. 10. Documents to be Submitted Before Work Commencement: Upon conclusion of the contract, the contractor shall submit the following documents to the client: (1) Consignment Work Implementation Plan (electronic data or paper-based). (2) Contact Person Notification (electronic data). 11. Deliverables: The contractor shall submit the following deliverables to the client. The copyright (property rights) of the deliverables shall belong to the client, and no consent from the contractor shall be required for copying, distribution, etc. (1) Survey and Analysis Results (electronic data). (2) Proposal for Congestion Mitigation Measures (2 copies in paper, and electronic data). 12. Handling of Consumption Tax and Local Consumption Tax: If the amount of consumption tax, etc., changes due to amendments to the Consumption Tax Act (Law No. 108 of 1988) or other laws and regulations after the conclusion of this contract, the client shall pay the contract amount with the amount of consumption tax, etc., added or subtracted without any modification to this contract. However, if the tax law provides for transitional measures, those transitional measures shall take precedence. 13. Compliance with Laws and Regulations: (1) When carrying out this work, comply with the Road Traffic Act and other relevant laws and regulations. 14. Quality Assurance of Survey Results: To ensure the quality of this work, provide evidence that is effective as a Key Performance Indicator (KPI) for the city's overtourism measures, such as registration in a Quality Management System (ISO9001).
