Damages due to Cancellation or Postponement of Bidding or Bid Opening: In the event of natural disasters, malfunctions of the electronic bidding system, or other unavoidable circumstances, or if it is recognized that competition is not effective or is likely to be ineffective due to fraudulent acts related to the bidding, the bidding or bid opening may be canceled or postponed. In such cases, damages resulting from the cancellation or postponement of the bidding or bid opening shall be borne by the bidder. 13.
