Work Outline (1) Work Name: Kikuchi Keifuen National Sanatorium General Medical Building New Construction and Improvement Work (Mechanical) (2) Work Location: 3796 Sakae, Koshi City, Kumamoto Prefecture (3) Work Content: New construction of General Medical Building (steel frame, partially wood structure, 1 story above ground): Building area approx. 4,180 m², total floor area approx. 4,033 m²; New construction of connecting corridor (steel frame, 1 story above ground): Building area approx. 35 m²; Demolition of connecting corridor: Total floor area approx. 335 m²; Mechanical equipment work associated with the above. (4) Work Period: From the date of contract conclusion until January 31, Reiwa 10. However, this will be negotiated based on the construction start date of the building contractor. (5) Bidding Method: The bid amount must be stated as a total price. This work is a comprehensive evaluation bidding system (construction capability evaluation type I) where tenderers submit documents related to competitive participation qualifications, including "Corporate/Scheduled Personnel Technical Capabilities" and "Construction Plan (Simple Construction Plan)" at the time of bidding, and the successful bidder is determined by comprehensively evaluating price and non-price factors. Furthermore, when determining the successful bidder, the successful bid price will be the amount written on the bid form plus an amount equivalent to 10% of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down). Therefore, regardless of whether the bidder is a taxable or tax-exempt business operator for consumption tax, the bid form must state an amount equivalent to 100/110 of the estimated contract amount. (6) For this work, document submission, bidding, etc., will be conducted through the electronic procurement system. However, those who find it difficult to use the electronic procurement system may, upon written request to the Authorized Signatory for Expenditure, use a paper bidding method. (7) For this work, the construction performance evaluation score of "Construction Performance Mutual Utilization Applicable Work" (hereinafter referred to as "Construction Performance Mutual Utilization Work") ordered by the "Construction Performance Mutual Utilization Registration Organization" will be used as competitive participation qualification and evaluation target. (8) This work is subject to the obligation of separate demolition and recycling of specific construction material waste, etc., based on the "Law Concerning the Recycling, etc. of Materials in Construction Work" (Law No. 104 of 2000). 2. Competitive Participation Qualifications (1) Those who do not fall under the provisions of Article 70 and Article 71 of the Budget, Settlement, and Accounting Order (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Budget Order"). (2) Those who are graded "A" or "B" in "Piping Work" in the Kyushu-Okinawa region in the Reiwa 7/8 Ministry of Health, Labour and Welfare Competitive Participation Qualifications. (For those who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law (Law No. 154 of 2002) or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Law (Law No. 225 of 1999), re-certification of general competitive participation qualifications must be obtained in accordance with the procedures separately determined by the Director of the Accounting Division, Minister's Secretariat, Ministry of Health, Labour and Welfare after the decision to commence proceedings). (3) Not those who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Law (excluding those who have obtained re-certification as above (2)). (4) Must have construction experience as the prime contractor for the following works completed and delivered since fiscal year 2011. (Experience as a member of a joint venture is limited to those with an investment ratio of 20% or more. Also, ongoing construction work is excluded.) However, for construction experience of public works ordered by the Ministry of Health, Labour and Welfare or construction works exceeding 5 million yen among construction performance mutual utilization applicable works, those with a total construction performance evaluation score of less than 65 points are excluded. This does not apply if a construction performance evaluation has not been conducted. - New construction or expansion work of public buildings with a total floor area of 1,300 m² or more, made of RC or S structure. (5) The construction plan (simple construction plan) for the following matters must be appropriate. "Points of attention and construction methods for ensuring quality in mechanical equipment work." (6) A supervising engineer or chief engineer who meets the following criteria must be assigned exclusively to this work. a. The chief (supervising) engineer must hold a Class 1 Piping Work Construction Management Engineer qualification. "Those with equivalent or higher qualifications" are those recognized by the Minister of Land, Infrastructure, Transport and Tourism or the Minister of Construction as having equivalent or higher capabilities than a Class 1 Piping Work Construction Management Engineer. Details are in the tender documents. b. Must have experience in construction work that meets the criteria specified in (4) above, completed and delivered since fiscal year 2011. For public works ordered by the Ministry of Health, Labour and Welfare or construction works exceeding 5 million yen among construction performance mutual utilization applicable works, those with a total construction performance evaluation score of less than 65 points are excluded. This does not apply if a construction performance evaluation has not been conducted. c. For the scheduled supervising engineer, must hold a supervising engineer qualification certificate and a supervising engineer training completion certificate, or equivalent, and be in a direct and continuous employment relationship. d. For the scheduled chief engineer, must be in a direct and continuous employment relationship. (7) If a supervising engineer to whom the provisions of Article 26, Paragraph 3, Proviso of the Construction Industry Act applies (hereinafter referred to as "Special Supervising Engineer") is to be assigned to this work, the following requirements (1) to (8) must all be met. ① A person assisting the duties of the supervising engineer under Article 26, Paragraph 3, Proviso of the Construction Industry Act (hereinafter referred to as "Supervising Engineer Assistant") must be assigned exclusively. ② The Supervising Engineer Assistant must be a national qualification holder such as a Class 1 Construction Management Engineer, or a person qualified as a supervising engineer based on academic background and practical experience. The technical examination category for the Supervising Engineer Assistant under Article 27 of the Construction Industry Act must be the same as that required for the Special Supervising Engineer. ③ The Supervising Engineer Assistant must be in a direct and continuous employment relationship with the bidder. ④ The number of works that one Special Supervising Engineer can concurrently manage is up to two, including this work. (However, if multiple construction contracts with overlapping construction periods are concluded with the same construction company by the same or different clients, and if the works concerned are integrated (limited to cases where contracts other than the initial contract are concluded by private agreement), these multiple works will be considered as one work.) ⑤ Works that a Special Supervising Engineer can concurrently manage must be within Kumamoto Prefecture. ⑥ The Special Supervising Engineer must properly perform duties such as participating in major meetings, inspecting the site, and observing key processes. ⑦ A system must be in place to ensure constant communication between the Special Supervising Engineer and the Supervising Engineer Assistant. ⑧ The duties to be performed by the Supervising Engineer Assistant must be clarified. (8) Not subject to a suspension of business order from the Ministry of Health, Labour and Welfare. (9) Not a contractor for the design work related to the work specified in Article 1 above, or a construction company related to such contractor in terms of capital or personnel. (10) There should be no capital or personnel relationship between bidders (excluding cases where all parties with capital or personnel relationships are members other than the representative of a joint venture). (11) Must have a head office, branch office, or other business office located within Kumamoto Prefecture. (12) Not a construction company whose management is substantially controlled by a gangster, or equivalent, as requested for exclusion from works ordered by the Ministry of Health, Labour and Welfare by the police authorities, and such state continues. (13) For those to whom the systems listed in the following items apply, there must be no arrears in insurance premiums for the two insurance years immediately preceding the bid submission deadline (for items [5] and [6], two insurance years). Matters concerning the Comprehensive Evaluation Bidding System (1) Mechanism of Comprehensive Evaluation Bidding System: This work's comprehensive evaluation bidding system determines the successful bidder by calculating an evaluation score, which is the sum of the standard score (score given when the content specified in the tender documents is met) of 100 points and an additional score of 30 points (score given according to the evaluation items shown in (2) below). (2) Evaluation Items: The following items will be evaluated. a. Matters related to construction plan (simple construction plan) b. Matters related to corporate capabilities c. Matters related to engineer capabilities d. Matters related to regional contribution e. Indicators such as promotion of work-life balance f. Indicators such as promotion of wage increases (3) Evaluation Method and Determination of Successful Bidder: The evaluation score will be calculated as Evaluation Score = {(Standard Score + Additional Score) / Bid Price}, and the bidder with the highest evaluation score will be the successful bidder. The conditions for successful bidding are as follows: a. The bid price must be within the limit of the planned price. b. The proposed content must not fall below the minimum requirements set by the client. Furthermore, it must not fall below the value obtained by dividing the standard score (minimum requirement) by the planned price (hereinafter referred to as "standard evaluation score"). (4) If there are two or more bidders with the highest evaluation score in (3) above, the successful bidder will be determined by drawing lots among them. 4. The guarantee amount in this case shall be 10/100 or more of the contract price. (3) Invalid Bids: a. Bids submitted by those who do not have the competitive participation qualifications indicated in the announcement, bids submitted by those who have made false statements in their applications and documents, and bids that violate the bidding conditions or fail to fulfill the obligations required of bidders will be deemed invalid. b. If an invalid bid is selected as the successful bid, the successful bid determination will be canceled. c. Even if a bidder is confirmed to have competitive participation qualifications by the Authorized Signatory for Expenditure, if they do not have the qualifications listed in Article 2 at the time of bid opening, they will be considered as having no competitive participation qualifications. (4) Method of Determining Successful Bidder: The bidder with the highest evaluation score will be the successful bidder within the limit of the planned price created in accordance with the provisions of Article 79 of the Budget, Settlement, and Accounting Order, and in accordance with (5) of Article 1 above. However, if it is recognized that the contract cannot be performed in accordance with the content of the contract by the successful bidder due to the bid price, or if it is deemed significantly inappropriate to conclude a contract with that person due to the risk of disrupting fair trade order, the bidder with the highest evaluation score among other bidders who have bid meeting all the minimum requirements set by the client within the limit of the planned price may be selected as the successful bidder. (5) Confirmation of Scheduled Supervising Engineer or Chief Engineer: If it is confirmed after the successful bidder determination that the scheduled supervising engineer or chief engineer is not assigned, or if a violation of the exclusive assignment rule for scheduled supervising engineers, etc., is confirmed through CORINS, etc., the contract may not be concluded. Replacement of application forms is not permitted except in cases approved as unavoidable due to various circumstances. (6) For works where the exclusive assignment of a supervising engineer is mandatory, if the contract is concluded at a price below the low bid price investigation standard, the assignment of an engineer with equivalent qualifications may be required in addition to the exclusive supervising engineer.
