(2) Must be listed for "General Civil Engineering Work" in the Reiwa 8 Competitive Bidding Participant Qualification Register (City/Construction Work) stipulated in Article 4, Paragraph 1 of the Regulations, and have an overall score (as of April 1, Reiwa 8) of 900 points or more. However, newly registered contractors are excluded. (3) Not a person falling under Article 167-4, Paragraph 1 of the Order, nor a person subject to bidding participation restrictions by this city based on Article 167-4, Paragraph 2. (4) Not within the period of designation suspension based on the Tagawa City Designation Suspension Measures Ordinance. (5) Must have experience as the prime contractor in "General Civil Engineering Work" related to farmland disaster recovery work (contract amount: 16 million yen or more). (6) Must be able to properly assign an engineer for "General Civil Engineering Work" as stipulated in Article 26 of the Construction Business Act (Showa 24, Act No. 100). The assigned engineer must have a direct and continuous employment relationship of 3 months or more at the time of submitting the Conditionally General Competitive Tender Participation Qualification Confirmation Application. (7) Must have a valid Business Performance Evaluation Result Notification at the time of submitting the Conditionally General Competitive Tender Participation Qualification Confirmation Application. (The validity period of the Business Performance Evaluation Result Notification is 1 year and 7 months from the examination standard date.) 4 Bidding Participation Restrictions Due to Ongoing Work Bidders who are currently constructing any of the following works ordered by Tagawa City (excluding discretionary contracts under Article 167-2, Paragraph 1, Items 1 to 7 of the Order, and limited to works whose period from the date of award to the date of passing the completion inspection) or who have been awarded any of the following works from the deadline for submitting the application for this project to the day before the bid, are not permitted to participate in the bid. (2) Bid Acceptance Period From the date of the Conditionally General Competitive Tender Participation Qualification Confirmation Notice until 9:00 AM on Tuesday, September 29, Reiwa 8 *Excluding Saturdays, Sundays, and public holidays. 9 Bid Opening Date and Time (1) Bid opening is scheduled as follows. 6 Date and Time: Tuesday, September 29, Reiwa 8, 9:40 AM (scheduled) (The official time will be stated in the Conditionally General Competitive Tender Participation Qualification Confirmation Notice.) (2) As this is an electronic bidding project, bid opening will not be attended. 10 Bid Security and Contract Security (1) Bid Security Payment of bid security is exempted in accordance with Article 6, Paragraph 1, Item 3 of the Regulations. However, if the successful bidder fails to conclude the contract by the deadline without justifiable reason, or fails to conclude the contract in accordance with Article 11, Paragraph 2 of the Regulations, a penalty equivalent to 5/100 of the contract amount (excluding consumption tax and local consumption tax) must be paid. (2) Contract Security The successful bidder must pay a contract security of 10/100 or more of the contract amount or provide collateral in lieu thereof before concluding the contract. However, exemptions are available through performance guarantee insurance, etc. 11 Invalid Bids Bids submitted by persons who do not meet the bidding qualifications specified in this notice, bids with false information in the application or documents, and bids that fall under the provisions of Article 11, Paragraph 1 and Article 13 of the Tagawa City Electronic Bidding Trial Implementation Guidelines shall be deemed invalid. 12 Method of Determining Successful Bidder The bidder who submits the lowest bid at or above the minimum restriction price within the estimated price range shall be the successful bidder.
