Bid Announcement
We will conduct an open competitive bid (hereinafter referred to as "bid") as follows, in accordance with the provisions of Article 166 of the Kagawa Prefecture Accounting Regulations (Showa 39, Kagawa Prefecture Regulations No. 19; hereinafter referred to as "Regulations").

1. Items for Bid

4. 5. Acceptance of Questions Regarding Contract Details: If there are any questions regarding the contract details, submit a document stating the questioner's name and questions to the location indicated in 4 by 5:00 PM on July 31, R8.
Answers will be available for viewing at the location indicated in 4 from August 4, R8, to August 17, R8 (excluding holidays, from 8:30 AM to 5:15 PM), and will be sent by FAX (email) to the questioner and all those who have submitted a bid participation qualification confirmation application form for this announcement by 5:00 PM on August 17, R8.
6. Bidding and Bid Opening:
(1) Bid Submission Deadline via Electronic Bidding System: 4:00 PM on August 20, R8.
(2) Bid Opening Date and Time: 10:00 AM on August 21, R8.
(3) Bid Opening Location: Kagawa Prefectural Fisheries Experimental Station, General Affairs Division.
7. Bidding by Mail or by Specified Mail Services Provided by Private Business Operators: Not permitted.
8. Bid Security and Contract Security: If falling under any of the clauses of Article 152 of the Regulations, reduction or exemption will be granted. Those wishing for reduction or exemption must submit the Bid Security/Contract Security Reduction/Exemption Application Form to the location indicated in 4 by 3:00 PM on August 7, R8.
The results of the examination will be notified by August 17, R8.
9. Bidder Participation Qualifications: Must satisfy all of the following requirements.
(1) Not falling under the provisions of Article 167-4 of the Local Autonomy Act (Showa 22, Order No. 16).
(2) Must be ranked as A class in the competitive bidding participation qualifications for purchasing goods, etc., ordered by Kagawa Prefecture.
(3) Must not currently be subject to a designation suspension measure for contracts for purchasing goods, etc., ordered by Kagawa Prefecture.
(4) Not be a party who has filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Heisei 14, Act No. 154) or for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Heisei 11, Act No. 225). However, the following parties shall be deemed to meet this requirement:
① Those who have received a decision to commence rehabilitation proceedings under the Corporate Reorganization Act.
② Those who have received a decision to approve a rehabilitation plan under the Civil Rehabilitation Act (limited to confirmed decisions).
(5) Must have submitted a certificate of function/specifications demonstrating that the goods to be bid on possess the characteristics, etc., specified in the bid explanation document or specifications.
(6) Must have demonstrated the ability to reliably deliver the procured goods and quantities specified in this announcement to the date and location specified in the bid explanation document or specifications, with proof of shipment, etc., from the manufacturer, sales agent, or import agent of the goods.
10. Requirements for Bidders: Those wishing to participate in the bid must submit documents proving that they meet the requirements of 9 (5) and (6) to the location indicated in 4 by 3:00 PM on August 7, R8 (if by mail, must arrive by August 6, R8). They must also respond to any requests for explanation regarding these documents.
Prior to submitting these documents, a general competitive bidding participation qualification confirmation application must be submitted via the electronic bidding system.
Only those who pass the examination of the submitted documents will be allowed to participate in the bid. The results of the examination will be notified by August 17, R8.
11. Invalid Bids: Bids submitted by those who do not possess the bidding participation qualifications specified in this announcement, bids by those who have not fulfilled the obligations required of bidders, and bids in cases falling under any of the clauses of Article 171 of the Regulations are invalid.
12. Cancellation or Postponement of Bid or Bid Opening: In case of natural disaster, malfunction of the electronic bidding system, or other unavoidable circumstances, or if it is deemed that the competition is ineffective or likely to be ineffective due to fraudulent acts related to the bid, the bid or bid opening may be canceled or postponed.
In such cases, any damages resulting from the cancellation or postponement of the bid or bid opening shall be borne by the bidder.
13. Method of Selecting the Successful Bidder: The bidder who submits the lowest valid bid within the limit of the estimated price, in accordance with Article 147, Paragraph 1 of the Regulations, will be the successful bidder.
However, if there are two or more bidders with the same bid price, the successful bidder will be determined by electronic lottery via the electronic bidding system, or by lottery immediately in the case of paper bids.
(3) If the bid price exceeds the estimated price, a re-bid will be held.
(4) If the price still exceeds the estimated price even after a re-bid, a contract may be concluded by discretionary contract within the limit of the estimated price.
14. Deadline for Contract Conclusion: The successful bidder must conclude the contract within 5 days (excluding holidays) from the date of receiving the draft contract from the prefecture.
Failure to conclude the contract within this period will render the bid invalid.
However, this period may be extended due to natural disaster or other unavoidable reasons.
15. Prohibition of Assignment of Reservation Completion Rights: The successful bidder shall not assign the reservation completion rights to a third party between the bid decision and the contract conclusion.
16. Other:
(1) For details, refer to the bid explanation document.
(2) If the successful bidder fails to conclude the contract without justifiable reason, measures may be taken in accordance with the "Measures for Suspension of Designation, etc., related to Contracts for Purchasing Goods, etc., by Kagawa Prefecture".

5. Delivery Conditions:
1. The contractor shall consult thoroughly with the client and follow instructions during delivery.
2. Delivery date and time shall be determined in consultation with the client.
3. All costs required for equipment delivery, installation, adjustment, trial operation, and other delivery-related tasks shall be borne by the contractor.
4. The contractor shall perform necessary adjustments and checks to ensure the equipment can be used normally.
Materials necessary for trial operation and functional checks will be prepared separately by the client.
5. At the time of delivery, the contractor shall explain the operating methods, handling precautions, and other necessary matters to the client.
6. Installation, connection adjustment, functional checks, and operational checks shall be performed by the client after preparing the necessary test conditions, and delivery will be made upon confirmation in the presence of the client.
7. Packaging materials, waste materials, and other unnecessary items generated during the delivery process shall be collected and disposed of properly by the contractor.
8. Accidents and damages occurring during the delivery work shall be handled at the contractor's responsibility.
6. Warranty Conditions:
1. The warranty period shall be one year from the date of delivery.
2. In case of failure or defect during normal use according to the instruction manual, etc., the contractor shall promptly repair or replace it free of charge.
3. For defects during the warranty period, the contractor shall maintain a system that allows for prompt response to contact from the client.
7. Other: Matters not specified in these specifications or matters that give rise to doubt shall be determined through consultation between the client and the contractor.

1. General Notes on Bidding:
(1) Bidders shall thoroughly understand the bid announcement, bid explanation document, specifications, designated competitive bidding execution notice, and other documents provided by the contracting officer (hereinafter referred to as "bid-related documents"), and shall bid after agreeing to the attached "Pledge Regarding Exclusion of Organized Crime Groups".
(2) Bidders shall submit their bids via the Kagawa Prefecture Electronic Bidding System (hereinafter referred to as "Electronic Bidding System") by the date and time specified in the bid-related documents.
However, if written bidding (hereinafter referred to as "paper bidding") is permitted, it shall be prepared in the format prescribed by the prefecture and submitted by the date and time specified in the bid-related documents.
(3) When using the Electronic Bidding System, use the electronic certificate (IC card) registered as a user of the Electronic Bidding System.
(4) If you wish to withdraw your bid, submit a bid withdrawal notice.
(5) In the case of designated competitive bidding, the bidder shall be the person designated by the prefecture.
(6) A bidder shall not act as an agent for another bidder.
(7) When using the Electronic Bidding System, agent bids are not permitted. In the case of paper bidding, bidding shall be done by the principal or an agent. If an agent bids, a letter of attorney must be submitted before bidding.
2. Notes on Bid Forms:
(1) Each bid form shall be separate for each item.
(2) One bid form per bidder per item.
(3) For the bidder's address and name field, in the case of the Electronic Bidding System, for a corporation, enter the corporate address, corporate name, and representative's name. For paper bidding, for a corporation, enter the corporate address, corporate name, and representative's name. If affixing a seal, use the representative's seal. For an agent, enter the address and name of the principal (or corporate name for a corporation) and the agent's name below it. If affixing a seal, use the agent's seal as notified in the letter of attorney.
(4) For the responsible person/person in charge name/contact information field, enter the name of the head of the department responsible for the bid in the "responsible person name" field, the name of the person in charge of the bid in the "person in charge name" field, and the contact information for confirming the contents of the bid in the "contact information" field.
(5) Enter the bid amount in Arabic numerals.
(6) Do not correct the bid amount.
(7) A bid form that has already been submitted cannot be altered, exchanged, or withdrawn.
3. Method of Determining the Successful Bidder:
(1) The bidder who submits the lowest valid bid within the limit of the estimated price shall be the successful bidder.
However, in cases where a minimum reserve price is set or in comprehensive evaluation bidding, a different bidder may be selected.
(2) If there are two or more bidders with the same bid price, the successful bidder will be determined by electronic lottery via the Electronic Bidding System, or by lottery immediately in the case of paper bids.
(3) If the bid price exceeds the estimated price, a re-bid will be held.
(4) If the price still exceeds the estimated price even after a re-bid, a contract may be concluded by discretionary contract within the limit of the estimated price.
4. Amount to be Stated in the Bid Form: Regardless of whether the bidder is a taxable or non-taxable business with respect to consumption tax and local consumption tax, state the amount equivalent to 100/110 of the estimated contract desired amount (108/100 for items subject to the reduced tax rate system for consumption tax).
5. Contract Amount: The amount stated in the bid form plus the amount equivalent to 10/100 of that amount (8/100 for items subject to the reduced tax rate system for consumption tax) (if there is a fraction of less than 1 yen, it will be rounded down, except for unit price contracts).
6. Other:
(1) Invalid Bids: Bids falling under any of the following cases shall be invalid.
① Bids submitted by those who are not eligible to participate in the bid or who have not been designated.
② Bids where bidders are deemed to have colluded.
③ Cases where fraudulent acts occurred during bidding.
④ Cases where a bidder or their agent submitted two or more bids for the same item.
⑤ Cases where bid security is required but has not been submitted or is insufficient.
⑥ Cases where the name or other important characters or seal (or responsible person name, person in charge name, and contact information if no seal) are omitted or unclear in the bid form.
⑦ Cases where the bid amount has been corrected.
