Bid Item: Purchase of Telephone Recording Equipment 2. Use of Electronic Procurement System: This procurement is subject to electronic submission of certificates etc. and bidding through the electronic procurement system. Qualifications Required for Bidders: (1) Not falling under the provisions of Article 70 of the Public Finance, Accounting and Auditing Act (hereinafter referred to as "the Act"). (3) If the preliminary documents (certificates etc.) are not accepted as a result of the examination by the contract officer, the bid shall be invalid. (4) When determining the successful bidder, the contract price will be the bid amount plus 10% of that amount (if there is a fraction of less than 1 yen, it shall be rounded down). Therefore, bidders, whether they are taxable businesses or tax-exempt businesses for consumption tax and local consumption tax, shall state in their bid the amount equivalent to 100/110 of the estimated contract amount. (5) In principle, the number of bids in the execution of this bid shall be limited to two. If a successful bidder is not determined within the number of bids, the procedure will not, in principle, transition to a discretionary contract based on Article 99-2 of the Act.
