(6) Bidding Method: The bid amount shall include all expenses such as on-site costs specified in the contract and specifications. Furthermore, when determining the negotiation rights holder, the price determined for negotiation rights will be the amount indicated on the bid form plus 10% of that amount (if there is a fraction of less than 1 yen, that fraction will be discarded). Those who do not possess competitive qualifications must undergo qualification screening promptly. Qualification screening is accepted at any time at the application reception desk listed in the appendix of the public notice regarding qualifications for tender participants in the Official Gazette dated March 31, 2025, Extra Issue No. 57.
