For the purpose of determining the successful bidder, the successful bid price shall be the amount obtained by adding 10% of the bid amount to the bid amount (if there is a fraction of less than 1 yen, that fraction shall be rounded down). Therefore, bidders shall enter in their bids an amount equivalent to 100/110 of their estimated contract desired amount, regardless of whether they are taxable or non-taxable entities for consumption tax and local consumption tax.
The successful bidder shall be the one who has submitted the lowest valid bid within the limit of the estimated price prepared based on Article 79 of the Budget Order.
