Notice is hereby given that a post-qualification conditional general competitive bid will be conducted, in accordance with the provisions of Article 5 of the Kitahiroshima City Contract Regulations (2003 Kitahiroshima City Ordinance No. 12), as follows. September 7, Reiwa 8 (2026)

1. Matters for Bidding
(1) Work Name: Nishiri Line Road Improvement Work (Embankment Work)
(2) Construction Location: In front of 6-7 Nishino-sato, Kitahiroshima City
(3) Work Outline:
Road earthwork: 1 set
Slope work: 1 set
Retaining wall work: 1 set
Structure removal work: 1 set
Pavement work: 1 set
Temporary work: 1 set
Common temporary costs: 1 set
(4) Construction Period: From the date of contract conclusion until January 20, Reiwa 9 (2027).
(5) Estimated Price: ¥10,197,000 (including consumption tax and local consumption tax).
(6) Other: This work is subject to the "Two-day Weekend Work" program.
2. Bidding Method:
Individual.
3. Bidding Participation Qualification Matters:
(1) Not a person falling under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947).
(2) Must be registered in the "Civil Engineering" category of the Reiwa 7/8 (2025/2026) Kitahiroshima City Competitive Bidding Participant List (Construction Work, etc.) stipulated in the Kitahiroshima City Contract Regulations (2003 Kitahiroshima City Ordinance No. 12; hereinafter referred to as "Contract Regulations"), and have a grade of "A" or "B" (If rehabilitation proceedings have been commenced under the Company Rehabilitation Act (2002 Law No. 154) or reorganization proceedings have been commenced under the Civil Rehabilitation Act (1999 Law No. 225), the bidder must have received re-certification in the relevant registration category after the decision to commence proceedings).
(3) Not within the period of suspension of designation (hereinafter referred to as "Designation Suspension") based on the provisions of Article 2, Paragraph 1 of the Kitahiroshima City Competitive Bidding Participant Designation Suspension Measures Guidelines (Approved by Mayor on March 2, 2005) from the date of this announcement to the bid date.
(4) Not a person whose management status is significantly unsound, such as a person who has filed for commencement of rehabilitation proceedings under the Company Rehabilitation Act or for commencement of reorganization proceedings under the Civil Rehabilitation Act (excluding those who have received re-certification in (2) above).
(5) Must be able to assign a supervising technician or chief technician with the construction industry license corresponding to this work to the construction site.
(6) There shall be no capital or personnel relationship between parties intending to bid, as listed below:
a. Capital Relationship: In the case of two companies falling under any of the following. However, this excludes cases where a subsidiary (as defined in Article 2, Item 3 of the Companies Act (2005 Law No. 86); hereinafter the same) or one of the subsidiaries is a rehabilitation company (as defined in Article 2, Item 7 of the Company Rehabilitation Act) or a company undergoing reorganization proceedings (as defined in Article 2, Item 4 of the Civil Rehabilitation Act; hereinafter referred to as "rehabilitation company, etc.").
(a) Relationship between a parent company (as defined in Article 2, Item 4 of the Companies Act; hereinafter the same) and a subsidiary.
(b) Relationship between subsidiaries with the same parent company.
b. Personnel Relationship: In the case of two companies falling under any of the following. However, (a) excludes cases where one of the companies is a rehabilitation company.
(a) When an officer of one company concurrently holds an officer position in the other company.
(b) When an officer of one company concurrently holds the position of trustee appointed under Article 67, Paragraph 1 of the Company Rehabilitation Act or Article 64, Paragraph 2 of the Civil Rehabilitation Act in the other company.
c. Other: Cases where the fairness of bidding is deemed to be hindered.
Cases where a capital or personnel relationship equivalent to (a) or (b) is recognized.
(7) Must have a main business office permitted under the Construction Industry Act located within Kitahiroshima City (permitted before December 1, Reiwa 7 (2025)).
4. Bidding Participation Application
(1) Bidding participants must submit the following documents (hereinafter referred to as "application documents"):
a. Application Documents:
(a) Application for Qualification Examination for Conditional General Competitive Bidding (Appendix Form No. 2).
(b) Capital and Personnel Relationship Statement Part 2 (Appendix Form) *Submit only if applicable.
b. Submission Period: From the date of this announcement until Thursday, September 24, Reiwa 8 (2026), excluding Sundays, Saturdays, and national holidays (hereinafter referred to as "holidays"), from 9:00 AM to 5:00 PM.
c. Submission Method: Application documents must be submitted by mail, using either general registered mail or simple registered mail.
d. Submission Location: Kitahiroshima City Hall, 3rd Floor, 4-2-1 Chuo, Kitahiroshima City, Finance Department, Contract and Property Management Division.
(2) Application documents will be posted on the Kitahiroshima City Hall website.

(3) Bidding participation qualifications will be confirmed with the bid date as the reference date.
5. Method of Determining the Successful Bidder:
(1) After the bid opening, qualification examinations will be conducted in order from the lowest bid price within the range of the estimated price, until one bidder with valid qualifications is confirmed. If a bidder with valid qualifications is confirmed, that bidder will be determined as the successful bidder. However, if a minimum reserve price is set and a bid below the minimum reserve price is received, that bidder will be disqualified.
(2) When a successful bidder is determined, the result will be immediately notified to the successful bidder. For those deemed not to have bidding qualifications in (1), a "Notification of Post-Qualification Conditional General Competitive Bidding Participation Qualification Examination Results" stating the reason will be issued.
6. Explanation of Reasons for Disqualification:
(1) A person deemed not to have bidding qualifications may request an explanation of the reasons for disqualification from the City in writing (format is optional) in accordance with the following:
a. Submission Deadline: By 5:00 PM on Friday, October 2, Reiwa 8 (2026).
b. Submission Location: Same as 4(1)d.
c. Other: Written explanations must be submitted by hand-delivery; submissions by mail or fax will not be accepted.
(2) For those who request an explanation, a written response will be provided within 4 days from the day after the written explanation is received, in principle.
7. Location and Period for Display of Contract Terms:
(1) Design Document Browsing, etc.:
a. Browsing Period and Time: From the date of this announcement until the day before the bid opening, excluding holidays, from 9:00 AM to 5:00 PM.
b. Browsing Location: Browsing will not be conducted in the reading room.
c. How to Obtain: Those who wish to obtain the documents should send an email to the following address by the application document submission deadline, including the project name, company name, contact person's name, and contact information. Data will be sent to the email address from which the request was sent.

8. Date and Time and Location of Bid Opening:
(1) Date and Time: Wednesday, September 30, Reiwa 8 (2026), 9:30 AM.
(2) Location: 4th Floor, Conference Room, Kitahiroshima City Hall, 4-2-1 Chuo, Kitahiroshima City.
(3) Attendance at Bid Opening: If attendance is desired, submit the "Application for Attendance at Mail Bid Opening" (Kitahiroshima City Mail Bid Implementation Guidelines, Appendix Form No. 1) by the bid arrival deadline. If attendance is not desired, a staff member not involved in the bidding process will be present.
9. Bidding Method, etc.:
(1) Bidders must fill in the necessary information on the bid form and submit it by mail using either general registered mail or simple registered mail.

(2) Bid Arrival Deadline: By 5:00 PM on Tuesday, September 29, Reiwa 8 (2026).
(3) Bid Submission Location: Same as 4(1)d.
(4) For the purpose of determining the successful bid, the amount equivalent to 100/10 of the amount stated in the bid form (rounded down to the nearest yen if there are fractions less than one yen) will be considered the successful bid price. Therefore, bidders shall state in their bid form an amount equivalent to 100/110 of their estimated contract amount, regardless of whether they are subject to consumption tax or local consumption tax.
(5) The number of bidding rounds is one.
(6) A minimum reserve price will be set for the bid opening in accordance with the "Kitahiroshima City Construction Work, etc. Minimum Reserve Price System Implementation Guidelines" (Approved by Mayor on March 29, 2012).
10. Submission of Construction Cost Breakdown:
At the time of submitting the bid form, a construction cost breakdown corresponding to the bid amount stated in the bid form must be submitted.
11. Bid Bond: Waived.
12. Contract Deposit:
A contract deposit of not less than 10/100 of the contract amount must be paid. However, the payment of the contract deposit may be substituted by providing national bonds, local bonds, or checks issued or guaranteed by a bank. Furthermore, if a performance guarantee bond from a bank or an insurance contract for performance guarantee is provided, the contract deposit will be waived.
13. Invalid Bids:
Bids falling under any of the following categories will be considered invalid:
(1) Bids falling under any of the provisions of Article 15 of the Contract Regulations.
(2) Bids made by persons who do not meet the conditions specified in this announcement.
(3) Bids made by persons who do not submit application documents by the deadline.
(4) Bids made by persons who have submitted false information in their application documents.
(5) Bids made by persons who have not been granted bidding participation qualifications.
(6) Bids made by persons who have become ineligible for bidding participation after being granted qualifications, such as by receiving a suspension of designation.
14. Requirement for Contract Creation: Required.
15. Payment Terms:
(1) Advance Payment: Up to 40% of the contract amount.
(2) Intermediate Advance Payment: Up to 20% of the contract amount.
(3) Partial Payment: Not applicable.
16. Concurrent Service of Site Manager: Permitted. (In accordance with the "Kitahiroshima City Guidelines for Relaxation of On-site Manager's Full-time Presence in Construction Work.")
17. Others:
(1) In addition to the matters specified in this announcement, bidding participants shall comply with the Contract Regulations and other relevant laws and regulations.
(2) Costs incurred in preparing and submitting application documents shall be borne by the applicant.
(3) Submitted application documents will not be used for any purpose other than the examination of bidding participation qualifications without the applicant's consent.
(4) Submitted application documents will not be returned.
(5) Replacement or resubmission of application documents after the deadline is not permitted.
(6) The bid may be postponed or canceled due to unavoidable circumstances prior to the bid opening.
(7) If the bid opening is postponed, the received bid forms, etc., will be stored securely until the postponed bid opening time. If the bid is canceled, the received bid forms, etc., will be promptly returned to the bidders.
(8) Even if the bid is canceled, the costs incurred in preparing and submitting application documents shall be borne by the applicant.
(9) If the successful bidder becomes ineligible for bidding participation after the successful bid decision and before the contract conclusion, such as by receiving a suspension of designation, the successful bid decision may be canceled.
