Announcement
We will conduct a conditional general competitive bidding (electronic bidding) for construction work ordered by Kama City as follows.
August 26, Reiwa 8 (2026)

1. Matters for Bidding
(1) Construction Name: Start of Construction Civil Engineering R8 No. 74 Okumagawa River Disaster Prevention Works
(2) Construction Location: Okuma, Kama City
(3) Construction Overview: Length L=31.34m Left bank three-sided waterway work L=26.0m Right bank three-sided waterway work L=20.3m
(4) Construction Period: From the contract date to March 12, Reiwa 9 (2027)
(5) Estimated Price: 14,262,000 yen (excluding consumption tax and local consumption tax)
(6) Minimum Reserve Price: 12,763,000 yen (excluding consumption tax and local consumption tax)
(7) Ordering Department/Section: Civil Engineering Section, Civil Engineering Division
2. Qualifications Required for Bid Participation
Bids cannot be participated in by persons who do not possess the qualifications listed in each of the following items (hereinafter referred to as "competitive bidding qualifications").
A. Must not be an adult ward, quasi-ward, or a bankrupt person who has not been reinstated.
B. Must not be a person recognized as falling under any of the items in Article 167-4, Paragraph 2 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947) and for whom three years have not passed since the occurrence of such fact, or a person using such individual as an agent, manager, or other employee, or a bid agent.
C. Must not be recognized as having significantly unsound business conditions.
D. Must have a license for civil engineering work under Article 3, Paragraph 1 of the Construction Industry Act (Act No. 100 of 1949) (specific construction license if subcontracting contracts of 50 million yen or more) and be listed in the Reiwa 8 (2026) Kama City Construction Work, etc. Competitive Bidding Participant Qualification List.
However, persons who have not passed three years since their initial registration year are excluded.
E. Must be registered in the Reiwa 8 (2026) Kama City Construction Work, etc. Competitive Bidding Participant Qualification List, with civil engineering work (Grade B) as the first preferred industry, and registered as a Kama City local contractor.
However, if the number of applicants is less than 3, local contractors with the second preferred industry, quasi-local contractors with the first preferred industry, and quasi-local contractors with the second preferred industry may participate in that order.
*For applicants with the second preference or later, you can confirm by phone whether the required number of applicants has been reached on the application deadline.
Also, among applicants with the same priority order, participation will not be denied based on the order of application (earlier or later).
F. Must be able to exclusively assign a chief (or supervising, if subcontracting contracts of 45 million yen or more) engineer with national qualifications, etc. related to the licensed industry under the Construction Industry Act (Act No. 100 of 1949) for this construction work (excluding cases where the contract amount is less than 50 million yen).
(Must have been employed for 3 months or more prior to the bid participation application date.)
*Site managers must also have been employed for 3 months or more prior to the bid participation application date.
G. Must not be subject to bid suspension measures based on the "Kama City Construction Work, etc. Designated Competitive Bidding Participant Bid Suspension Regulations" (Reiwa 18 Kama City Notice No. 137) from the date of announcement of this construction work to the date of bid execution.
H. Must not have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Act No. 154 of 2002) or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999).
I. Must not fall under Article 6 of the "Kama City Political Ethics Ordinance" (Reiwa 18 Kama City Ordinance No. 237).
J. Must not be deemed to be obstructing fair trade.
K. Must not have any close business interests with other applicants for this construction work, such as overlapping officers (including cases where there is a relationship through an intermediary, even if there is no direct overlap) or capital tie-ups.
L. Must not be subject to contract restrictions under Article 2, Item 1 of the "Kama City Construction Work, etc. Competitive Bidding Participant Grading and Designation Selection Regulations" (Reiwa 19 Kama City Notice No. 26) as of the bid participation application deadline.
However, if the number of applicants is less than 3, local contractors subject to contract restrictions (limited to those with one ongoing project) may also participate.
3. Submission of Bid Participation Application Forms, etc.
(1) Documents to be Submitted: Applicants wishing to participate in the bid must submit the following documents and undergo the city's examination.
A. Conditional General Competitive Bidding Participation Qualification Confirmation Application (Form No. 1)
B. Statement of Assigned Engineer (Form No. 3)
C. Copy of Overall Evaluation Score Notification
D. Return Envelope (*Attach 410 yen stamp and write "Express Delivery" in red on the address. *This is for notification of examination results for paper bidders. Electronic bidders do not need this.)
(2) Distribution Location of Bid Participation Application Forms:
Download from Kama City Website > Electronic Bidding System Portal Site > Bidding Information Public System.
(3) Submission Method and Deadline for Documents:
A. Submission Method: By electronic bidding system or by hand.
In principle, those who can use the electronic bidding system must submit via the electronic bidding system.
B. Submission Location: Electronic Bidding System OR Kama City Hall Main Building 4th Floor, Property Management Division, Contract Section.
C. Submission Deadline: Wednesday, September 2, Reiwa 8 (2026), 5:00 PM.
4. Examination Results:
Examination results will be notified via the electronic bidding system for those who applied through the electronic bidding system, and will be notified separately for those who applied by hand.
(1) Notification Date: Friday, September 4, Reiwa 8 (2026)
5. Submission and Response to Questions Regarding Work Content:
(1) Submission of Questionnaires:

C. Acceptance Period: From the announcement date to Thursday, September 10, Reiwa 8 (2026), 12:00 PM (excluding Saturdays, Sundays, and holidays).
(2) Response to Questionnaires:
Response Deadline: By FAX by 5:00 PM on Thursday, September 10, Reiwa 8 (2026).
*Responses will generally be provided only to the questioner as needed. If the project department deems it necessary to inform all bidders, it will be faxed to all bidders.
6. Bid Bond Matters:
Bid bond is exempted.
7. Contract Deposit Matters:
The contract deposit shall be 10/100 or more of the contract amount.
8. Bidding Method:
This project is an electronic bidding project based on the Kama City Electronic Bidding Implementation Regulations.
However, for those who cannot use the electronic bidding system, paper bidding will be permitted for Reiwa 8 (2026) only as a transition period to electronic bidding.
9. Bid Submission Method:
(1) Electronic Bidders: Submit bid form and construction cost breakdown via the electronic bidding system.
(2) Paper Bidders: Enclose bid form and construction cost breakdown in an envelope, seal it, and deposit it in the submission box located at the window of the Property Management Division, Contract Section.
10. Bid Submission Period:
From Monday, September 7, Reiwa 8 (2026) to Tuesday, September 15, Reiwa 8 (2026), 9:59 AM.
*Paper bid submissions must be deposited by Monday, September 14, Reiwa 8 (2026), 5:00 PM.
11. Bid Opening Date and Time and Location:
10:00 AM on Tuesday, September 15, Reiwa 8 (2026)
Conducted in the Property Management Division, Contract Section.
Electronic bidding projects do not require attendance at bid opening.
12. Invalid Bids Due to Violation of Bidding Conditions:
(1) Bids submitted by persons who do not have competitive bidding qualifications.
(2) Bids submitted in violation of the bidding method.
(3) Bids without signature and seal (for paper bids).
(4) Bids with a corrected total amount or where the bid amount or other necessary information is difficult to confirm.
(5) Bids submitted by the same person for the same bidding item in two or more forms.
(6) Bids submitted after the specified submission deadline (for paper bids).
(7) Bids not submitted by the method specified in the Electronic Bidding Implementation Regulations or announcement.
(8) Bids where the construction cost breakdown is not attached (enclosed) with the bid form.
(9) Bids where the total amount of the construction cost breakdown differs from the bid amount stated in the bid form (should be stated based on the calculation basis, not by adjusting with discounts, etc.).
(10) Bids with unclear expressions due to typos or omissions.
(11) Bids recognized as having been made through collusion (bid rigging) or other fraudulent acts.
(12) Bids that are considered invalid under the Civil Code.
(13) In addition to the preceding items, bids that violate laws or matters designated by the city.
