Public Announcement of Planning Competition
We hereby announce that a planning competition will be held as follows.

1. Matters for Planning Competition
(1) Subject and Quantity: Consignment of development, maintenance, and operation services for digital audio learning materials at the Osaka Nihongo Education Center (one lot)
(2) Details of Subject: As per the business explanation document.
(3) Performance Period: Contract signing date ~ March 31, Reiwa 14

2. Qualifications Required for Participation in the Planning Competition
Participants in this planning competition must meet all of the following conditions.
(1) Must possess competitive participation qualifications ranked "A", "B", or "C" in the "Services Provided, etc." category under the Reiwa 7, 8, and 9 fiscal years Ministry of Education, Culture, Sports, Science and Technology Competitive Participation Qualification (Unified Qualification for All Ministries and Agencies). Applications for such competitive participation qualifications are accepted at any time at the application reception desk listed in the appendix of the public notice regarding qualifications for participants in the Reiwa 8, March 31, Extra issue, Government Procurement No. 58.
(2) Must not fall under the provisions of Articles 70 and 71 of the Public Accounting Act. Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion fall under special circumstances in Article 70.
(3) Must not be in a period of transaction suspension by the President of this Organization.
(4) Must not be a member of a violent group, a constituent member, a quasi-constituent member, or a related party as defined by the "Act on the Prevention of Unjust Acts by Members of Violent Groups, etc." (Act No. 77 of 1991).
(5) Must have at least two years of experience in web application development and operation/maintenance within the last 5 years (since April 1, Reiwa 3).
(6) The contractor must have obtained Information Security Management System (ISMS) certification.
(7) If using cloud services, must be able to submit the necessary documents.

A password is required for download. Request the password by September 28, Reiwa 8 (Monday) by 5:00 PM to keiri-k@jasso.go.jp as follows:
① The subject of the email should be "Password Request (Consignment of Development, Maintenance, and Operation Services for Digital Audio Learning Materials at the Osaka Nihongo Education Center)".
② The body of the email should include the company name, contractor code for unified qualification for all ministries and agencies, department in charge, name of person in charge, phone number, FAX number, and email address.
4. Submission Method for Necessary Documents for Planning Competition, etc.

5. Review Method:
A presentation will be held by the submitters of the planning proposals, etc. (scheduled for October 27, Reiwa 8 (Tuesday)). The content of the planning proposals, etc. and the presentation will be reviewed by the review committee established within the Organization based on the review criteria.
6. Other
(1) Language and Currency Used in Contract Procedures: Japanese and Japanese currency only.
(2) Details regarding the presentation will be in accordance with the public offering guidelines.
(3) Requirement for Creation of Contract Document: Required.
(4) Submission documents from those who do not meet the qualifications required for the planning competition stated in the announcement, or submission documents containing false statements, will be deemed invalid.
(5) All costs related to the preparation of planning proposals and submitted documents shall be borne by the proposer, and the submitted planning proposals and documents will not be returned.
(6) Contact Point for Obtaining Related Information: Same as 3(1) above.
(7) The Organization is subject to the Act on Access to Information Held by Independent Administrative Institutions, etc. (Act No. 140 of 2001). Therefore, please be aware that submitted planning proposals may be disclosed as corporate documents held by the Organization. Furthermore, information on contracts procured by the Organization will be published on the website, etc., in accordance with the Organization's Detailed Regulations for Contract Procedures. Please be aware of this in advance when applying.
(8) In addition to (7) above, in accordance with the "Basic Policy for Review of the Operations and Business of Independent Administrative Institutions" (December 7, 2010, Cabinet Decision), information regarding the status of re-employment in corporations with which the Organization has a certain relationship and the status of transactions with such corporations shall be disclosed. Based on this, information related to the Organization's relationships will be published on the website, etc. If applicable, please submit the form at the following URL upon contract conclusion.

By applying for this project or concluding a contract, you are deemed to have agreed to provide the necessary information to the Organization and to the disclosure of such information.
