FY2026 Urasoe Municipal Elementary and Junior High School Server Room Security Camera Purchase and Installation Specifications Urasoe Municipal Education Research Institute 1. Title: FY2026 Urasoe Municipal Elementary and Junior High School Server Room Security Camera Purchase and Installation Specifications 2. Purpose: To deter inappropriate entry into server rooms by installing security cameras, and to contribute to the rapid investigation of incidents if they occur, thereby ensuring an environment where children and students can learn with peace of mind. 3. Delivery and installation location of equipment: Server rooms of 16 Urasoe Municipal Elementary and Junior High Schools. 4. Delivery deadline: Wednesday, September 30, 2026. 5. For detailed equipment specifications and number of units to be procured, please refer to Attachment 1 "Equipment Specifications" and Attachment 2 "Installation Locations." 6. Scope of application: The scope of procurement for these specifications includes the installation, setup, operational verification, creation and installation of display signs, and operational explanations and various adjustments of the entire set of equipment for this procurement. 7. Doubts: Matters not specified in these specifications or doubts that arise shall be determined through consultation between the contracting party and the contracting entity. 8. Damages and non-conformity responsibility: If the contractor causes damage to the contracting entity due to reasons attributable to the contractor in the performance of the work, the contractor shall restore the original condition by the deadline specified by the contracting entity or compensate for the damage in full at the contractor's expense. Furthermore, if defects due to negligence or other causes are discovered after completion, the contractor shall correct them and perform other necessary work at the contractor's expense. 9. Subcontracting: The contractor shall not subcontract the entire work to a third party. However, subcontracting of part of the work may be permitted with prior approval from the contracting entity. 10. Installation of display signs: At locations where security cameras are installed, clear wording such as "Security cameras operating 24 hours" and "Installer: Urasoe City Board of Education" shall be displayed in a easily visible location near the camera installation site. 11. Cost burden: 2 (1) Materials, equipment, and procedures necessary for installation and inspection: All costs associated with the installation of security cameras shall be borne by the contractor. (2) Even for items not explicitly stated in these specifications, any costs naturally necessary for the installation of security cameras shall be borne by the contractor. 12. Security camera installation work: (1) Thorough consultation and coordination shall be conducted in advance with the contracting entity, schools, and other relevant organizations regarding installation location details, installation methods, etc. (2) After the security cameras are installed, the angle of view shall be adjusted with the contracting entity in attendance. (3) When installing security cameras and other equipment, they shall be installed securely using durable materials to prevent the risk of falling. (4) Necessary wiring, such as LAN cables, shall be performed, and wiring routes shall be protected with conduits, etc., as necessary. LAN cables and necessary wiring materials shall be included in all costs. (5) After installation is complete, the contractor shall remove waste materials and packaging materials and clean the site. 13. Recording data storage and viewing PC settings and security: (1) Video data captured by security cameras shall be transferred and stored in real-time to a secure cloud server via the internet, and shall be continuously recorded and stored. (2) Dedicated cloud recording services provided and managed in conjunction with security cameras shall be used, not general-purpose online storage (Google Drive, OneDrive, etc.). (3) Data transfer from security cameras to the cloud server and communication from the cloud server to PCs and other terminals shall all be encrypted. Furthermore, security measures shall be in place to prevent leakage, tampering, and unauthorized access to data stored on the cloud server. (4) Products provided by manufacturers certified under ISO/IEC 27017 (Information security for cloud services) shall be used for security cameras and cloud recording services. (5) Settings shall be made so that live video and recorded video from the past 14 days can be viewed from existing PCs designated by the contracting entity via a browser or dedicated software. (6) Complex passwords, changed from the initial password, designated by the contracting entity shall be set for equipment and cloud service accounts. 14. User education and training: The contractor shall provide instruction on basic and advanced operations of the equipment to persons designated by the contracting entity at the start of system use or as necessary. 15. Product warranty: (1) The delivered equipment shall be accompanied by a manufacturer's warranty (2 years or more). (2) If equipment malfunctions (failures) occur during the warranty period, the contractor shall promptly dispatch a technician and restore the equipment to normal operation in accordance with the instructions of the contracting entity (including schools). (3) If restoration requires time, a replacement unit shall be provided. (4) Technical support regarding setting changes during the standard warranty period shall be provided free of charge. (5) When providing estimates for paid repairs, no charges shall be incurred for diagnosis. (6) In the event of a failure during the warranty period or for operational issues, the contractor shall promptly dispatch manufacturer's staff or manufacturer-certified technicians to respond on-site upon request from the contracting entity (including schools). The costs incurred for on-site support shall be borne by the contractor. 16. Deliverables: Upon delivery of the deliverables, the following documents shall be submitted. ① Completed documentation (including photographs of security camera images (color), exterior photographs, and installation diagrams) ② Delivery and inspection certificate ③ Equipment installation photographs (all server rooms to be delivered) ④ Equipment operation manual ⑤ Warranty certificate set ⑥ Other documents requested by the contracting entity. 17. Confidentiality obligation: The contractor shall not disclose or reveal any business secrets of the contracting entity learned during the performance of this work to any third party, nor use them for any purpose other than this work. This shall also apply after the completion or expiration of this work. 18. Personal information protection: (1) The contractor shall recognize that images of the contracting entity's employees, etc., captured by the camera during this work (angle adjustment and operational verification) constitute personal information, and shall handle them in compliance with the Personal Information Protection Law and relevant regulations. (2) The contractor shall not take out recorded video data or screenshots taken for adjustment purposes to the outside without permission from the contracting entity, nor publish them as their own construction results. Data no longer needed for business shall be completely erased promptly after delivery is completed. (3) The contractor or persons performing setup work shall have obtained Privacy Mark certification or ISO/IEC 27001 certification related to personal information protection. 19. Other: (1) The procured items shall not be used. (2) For the implementation of this project, the contractor shall conduct on-site surveys of the delivery environment as necessary and implement the project with minimal disruption to the contracting entity's operations. (3) The construction schedule and progress shall be coordinated sufficiently with the school principal in advance, with consideration for avoiding disruption to classes and school events. (4) If installation at the designated location is difficult due to technical problems or other reasons, the installation location may be changed at the instruction of the contracting entity. No change in price will be made due to the change in installation location. (5) Any defects discovered during installation work shall be reported to the contracting entity promptly as they occur.
