(4) Construction Period: From the day after the contract signing date until February 26, Reiwa 9 (5) Bidding Method: The bid amount shall be the total price. For bid determination, the amount stated in the bid form plus 10% of that amount (rounded down to the nearest yen) will be the successful bid price. Therefore, bidders must state the amount equivalent to 100/110 of their estimated contract price in the bid form, regardless of whether they are a taxable or tax-exempt business regarding consumption tax, etc. The bid amount should reflect actual market prices and account for fluctuations in labor costs, raw material costs, energy costs, etc., such as revisions to the minimum wage, during the contract period. Competitive Bidding Qualifications (1) Must not fall under the provisions of Article 70 of the Budget, Revenue and Expenditure, and Accounting Order (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Budget Order"). Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract execution are not subject to this provision. (2) Must not fall under the provisions of Article 71 of the Budget Order. (3) Must be graded "C" or "D" in "Pipe Work" for the Kanto-Koshinetsu region in the Reiwa 7 & 8 Ministry of Health, Labour and Welfare competitive bidding qualifications. (4) Must not have filed for commencement of rehabilitation proceedings under the Company Rehabilitation Act (Act No. 154 of 2002) (including applications for commencement of rehabilitation proceedings under the former Company Rehabilitation Act (Act No. 172 of 1952) for rehabilitation cases that remain subject to the former provisions pursuant to Article 2 of the supplementary provisions of the said Act), or have filed for commencement of reorganization proceedings under the Civil Reorganization Act (Act No. 225 of 1999). However, those who have filed for commencement of rehabilitation proceedings under the Company Rehabilitation Act or for commencement of reorganization proceedings under the Civil Reorganization Act must have obtained re-certification of general competitive bidding qualifications from the Minister of Health, Labour and Welfare, General Affairs Department, Accounting Division, in accordance with procedures separately established by the Minister. (5) Must not be subject to designation suspension measures by the Ministry of Health, Labour and Welfare. (6) Must have a permit under Article 3 of the Construction Industry Act. (7) Must have construction experience in similar work with a contract amount exceeding 5,000,000 yen, completed and delivered as the prime contractor since Reiwa 3. (Experience as a member of a joint venture is limited to cases where the contribution ratio is 20% or more). However, construction experience for work ordered by the Ministry of Health, Labour and Welfare or other ministries exceeding 5,000,000 yen in contract amount will be excluded if the total score on the "Construction Performance Evaluation Form" is less than 65 points. - Must have experience in installing buried fuel tanks. (8) Must be able to assign a site representative and a chief engineer or supervising engineer who meet the following criteria for this construction. The site representative must be on-site full-time. a. Must possess qualifications such as Class 1 or Class 2 Architect, Class 1 or Class 2 Construction Management Engineer (with practical experience), or Class 1 or Class 2 Pipe Work Management Engineer (with practical experience). b. Must have experience in work completed and delivered since Reiwa 3 that meets the criteria specified in (7) above, as the prime contractor. However, construction experience for work ordered by the Ministry of Health, Labour and Welfare or other ministries exceeding 5,000,000 yen in contract amount will be excluded if the total score on the "Construction Performance Evaluation Form" is less than 65 points. c. For supervising engineers, must possess a supervising engineer's qualification certificate and a supervising engineer's training completion certificate, or equivalent qualifications. d. Direct and continuous employment relationship is required for the assigned chief engineer or supervising engineer, and documentation to that effect may be requested. Failure to provide such documentation may result in exclusion from bidding. e. Must be able to appropriately assign construction management engineers and skilled workers for each construction project. Assigned skilled workers must possess Class 1 or Class 2 qualifications under the Skill Test in the Human Resources Development Promotion Act. f. For electrical work, must be able to assign personnel with qualifications as an Electrical Construction Management Engineer, Electrician, or Electrical Chief Engineer. (9) Must not be the contractor of design work, etc. related to the construction project specified in 1 above, or a construction company that is related to such contractor in terms of capital or personnel. (10) Must have a head office or branch in the Kanto-Koshinetsu region. (11) There must be no capital or personnel relationship between bidders (excluding cases where all parties with capital or personnel relationships are members other than the representative of the joint venture). (12) Must not be a construction company that is effectively controlled by a member of a violent group, or a similar entity, based on a request for exclusion from projects ordered by the Ministry of Health, Labour and Welfare from the police authorities, and such status must not be ongoing. (13) Companies subject to the following systems must have no arrears in insurance premiums for the two years immediately preceding the bid submission deadline (for items ⑤ and ⑥, for two insurance years): ① Employees' Pension Insurance, ② Health Insurance (managed by the Japan Health Insurance Association), ③ Seamen's Insurance, ④ National Pension, ⑤ Workers' Accident Compensation Insurance, ⑥ Employment Insurance. (6) For construction projects requiring the assignment of a supervising engineer, if the contract is concluded at a price below the low bid price investigation standard, the assignment of an engineer with equivalent qualifications may be required in addition to the supervising engineer. (7) Regarding the Construction Industry Retirement Pension Fund System: ① Construction companies must join the Construction Industry Retirement Pension Fund (hereinafter referred to as the "Fund") and purchase stamps for workers covered by the Construction Industry Retirement Pension System, and affix the stamps to the workers' pension books. ② The contractor must submit the payer's contribution receipt (hereinafter referred to as the "Receipt") to the supervisor within one month after the construction contract is signed. If there are special circumstances that prevent the submission of the Receipt within this period, the reason and the planned purchase of stamps must be reported in advance. ③ If deemed necessary to ascertain the status of stamp purchases, relevant documents may be requested. ④ When concluding subcontract agreements, the contractor should explain the purpose of this system to the subcontractor and promote the subcontractor's joining the Fund and purchasing and affixing stamps by including the equivalent amount of contributions in the contract price.
