(6) Bidding Method: The bid amount shall include the purchase price of goods, all expenses required for delivery, etc. When determining the negotiator, the amount obtained by adding 10% of the bid amount to the bid amount (if there is a fraction of less than 1 yen, that fraction will be rounded down) will be the decision price for the negotiator. Therefore, bidders, regardless of whether they are taxable or non-taxable business operators for consumption tax and local consumption tax, must submit a tender form with the amount equivalent to 100/110 of their estimated contract amount.
2. Tender Participation Qualifications
(1) Not falling under the provisions of Article 5 of the National Hospital Organization Contract Handling Regulations (hereinafter referred to as "Contract Regulations"). Minors, persons under guardianship or assistance, who have obtained the necessary consent for concluding a contract, are considered to fall under cases with special reasons in the said article.

Must have qualifications for participating in tenders (unified for all ministries and agencies) for "Provision of Services" with grades A, B, or C, and possess competitive qualifications in the Kinki region. Applications for such competitive participation qualifications are accepted at any time at the application reception windows listed in the appendix of the "Public Notice of Qualifications for Tender Participants" dated March 29, Reiwa 6, Extra Issue No. 58 of the Official Gazette. Must possess qualifications specified by the Accounting Officer based on Article 4 of the Contract Regulations.

(3) Requirements for Bidders: Those wishing to participate in this general competitive tender must submit a sealed tender form along with documents proving their ability to fulfill the contents specified in this announcement by the tender form receipt deadline. Bidders must respond to any inquiries from the Accounting Officer regarding the content of these documents up to the day before the bid opening date.
(4) Invalid Tenders: Tender forms submitted by those who do not possess the competitive participation qualifications specified in the announcement, or tender forms submitted by those who have failed to fulfill the obligations required of bidders, will be considered invalid.

(6) Method of Determining the Successful Bidder: The bidder who submits the lowest valid bid within the limit of the estimated price prepared in accordance with Article 21 of the Contract Regulations shall be the successful bidder.

Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause;
② not come under Article 6 of the Regulation concerning Contract for NHO;
③ have Grade in for participating in tenders by Ministry of Health, Labor and Welfare (Single qualification for every ministry and agency) in Kinki Regions;
④ prove to have prepared a system to provide rapid after-sale service and maintenance for the procured services
⑤ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation;
