ANNOUNCEMENT A proposal competition will be held as follows to determine the prospective contractor for the consignment of public awareness broadcasting for the prevention of special fraud damage.

Matters for Proposal Competition (1) Consignment Work Name Consignment of Public Awareness Broadcasting for Prevention of Special Fraud Damage (2) Specifications As per Attached Document 1 "Specifications for Consignment of Public Awareness Broadcasting for Prevention of Special Fraud Damage" (3) Consignment Period From the date of contract signing to March 31, Reiwa 9 (2027) (4) Maximum Proposal Price 10,000,000 yen (including consumption tax and local consumption tax) 2. Qualifications for Participation in Proposal Competition Participants in the proposal competition must meet all of the following requirements (1) to (5) and have their participation qualifications confirmed by the Chief of Shimane Prefectural Police Headquarters.
(1) Be a consortium of multiple corporations (hereinafter referred to as "consortium") or a single corporation.
(2) A single corporation participating must be a corporation with its head office, branch office, or business office located within Shimane Prefecture (hereinafter referred to as "Prefectural Corporation").
A consortium must include at least one Prefectural Corporation as a member.
(3) Must have attended the pre-bid briefing session for this consignment work.
(4) The consortium members or the single corporation must satisfy the following requirements A to K.
A Not falling under the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Order (Showa 22, Order No. 16).
B Not having had facts recognized as falling under any of the items in Article 167-4, Paragraph 2 of the Local Autonomy Act Enforcement Order for less than two years. Also, not using such a person as an agent, manager, or other employee, or a bidding agent.
C Not currently under a designation suspension order for contracts with national or local government bodies.
D Must not have any arrears in consumption tax and local consumption tax for the most recent fiscal year.
E Must not have any arrears in Shimane Prefectural taxes.
F Must not be participating in multiple proposals, such as being a member of multiple consortia or participating as a single corporation.
G Must not be a yakuza member as defined in Article 2, Item 6 of the Act on Prevention of Unfair Acts by Yakuza Members (Heisei 3, Act No. 77), or a person whose management is substantially controlled by a yakuza or yakuza member, or a person closely related to them.
(5) If the Shimane Prefectural Police Headquarters deems it necessary to hold consultations regarding the consignment work, consultations can be held at any time at the Shimane Prefectural Police Headquarters.
3. Matters Related to Proposal Competition Briefing (1) Pre-bid Briefing Session A. Date and Time: Friday, July 17, Reiwa 8 (2026), 9:30 AM B. Location: Shimane Prefectural Police Headquarters (8-1 Donocho, Matsue City) (2) Questions and Answers Regarding Consignment Work Content A. Submission Deadline: Noon on Friday, July 24, Reiwa 8 (2026) [Must arrive by this date] B. Submission Method: Submit using Form 1 "Questionnaire".
C. Response Method: In principle, responses will be provided to all participants. However, for questions regarding individual proposal content, responses may be provided only to the company that asked the question.
(3) Withdrawal Notice: If you do not wish to participate in the proposal competition after attending the pre-bid briefing session, please submit Form 2 "Withdrawal Notice" by Friday, August 7, Reiwa 8 (2026).
4. Submission of Proposal Documents, etc. (1) Submission Deadline: Noon on Monday, August 17, Reiwa 8 (2026) [Must arrive by this date] (2) Submitted Documents A. Company Profile (Form 3): 1 copy B. List of Officers, etc. (Form 4): 1 copy. If participating as a consortium, all members must submit.
C. Pledge (Form 5): 1 copy. If participating as a consortium, all members must submit.
D. Proposal Statement (Optional format): 10 copies E. Proposal Document (Optional format): 10 copies F. Quotation: 1 copy G. Certificate of No Arrears in Shimane Prefectural Taxes: 1 copy. If participating as a consortium, all members must submit.
H. Certificate of Tax Payment for Consumption Tax and Local Consumption Tax: 1 copy. If participating as a consortium, all members must submit.
I. Copy of Consortium Agreement (Required only for consortium participation): 1 copy. *Those registered in the Shimane Prefecture Bidding Participant Qualification Roster may omit the submission of G and H.
(3) Submission Location: Shimane Prefectural Police Headquarters, Life Safety Department, Life Safety Planning Division, Safe Community Promotion Office (Contact: Fukuda), 8-1 Donocho, Matsue City, Shimane Prefecture (4) Review Committee (Presentation and Hearing) A. Date and Time: Late August, Reiwa 8 (2026) (scheduled) *The start time will be notified later.
B. Location: Shimane Prefectural Police Headquarters (8-1 Donocho, Matsue City) (scheduled) C. Presentation Time: The presentation time per company will be 20 minutes (scheduled). D. Notification of Review Results: All participants in the review committee will be notified of the award results and the name of the selected contractor in writing.
5. Review Method (1) At the review committee held according to item 4 above, the Shimane Prefectural Police Headquarters will select the proposal after receiving documents and presentations from the proposal competition participants.
(2) At the review committee, the submitted proposal documents and quotations will be reviewed according to Attached Document 2 "Review Criteria", and one best proposal will be selected.
(3) The review results will be notified in writing to all participants in the review committee.
(4) The review process will not be disclosed. Furthermore, no objections to the selection results will be accepted.
6. Contract Conclusion, etc. (1) The contract will be awarded to the party selected at the review committee, and a discretionary contract will be concluded pursuant to Article 167-2, Paragraph 1, Item 2 of the Local Autonomy Act Enforcement Order.
(2) Other contract terms will be determined through consultation with the prospective contractor.
7. Proposal Competition Participation Fee (1) A participation fee of 5,000 yen (including consumption tax and local consumption tax) will be paid to participants who attend the review committee and whose proposals are not adopted (for single corporations, the corporation itself; for consortia, the representative corporation).
(2) The proposal competition participation fee will be remitted to the account listed in the Company Profile after the contract is concluded as stipulated in item 6 above. 8. Response to Undue Intervention If a party wishing to participate in this proposal competition receives undue intervention from yakuza or similar groups during the performance of the proposal competition, they should report it to the Life Safety Planning Division of the Shimane Prefectural Police Headquarters. Failure to report such intervention may result in warnings or other necessary measures.
9. Other (1) Only one proposal document shall be submitted.
(2) Submitted documents will not be disclosed to other proposers.
(3) Submitted proposal documents will be returned to each proposer promptly after the contract is concluded as stipulated in item 6 above.
(4) The language and currency to be used in the proposal competition and contract procedures shall be Japanese and Japanese currency, respectively.

Consignment Work Name: Consignment of Public Awareness Broadcasting for Prevention of Special Fraud Damage 2. Purpose: To foster a sense of ownership among potential victims, given that approximately 70% of victims believe "I won't be fooled" yet fall victim, and to promote the awareness of "Protecting from fraud through community and family bonds" among all generations. 3. Consignment Period: From the date of contract signing to March 31, Reiwa 9 (2027) 4. Scope of Consigned Work (1) Campaign: Propose impactful catchphrases and plan special fraud prevention campaigns to be conducted by the Shimane Prefectural Police. (2) Campaign Period: December 1, Reiwa 8 (2026) to January 31, Reiwa 9 (2027) *Estimated for 2 months (3) Campaign Content (CM production/broadcast, short videos, promotional flyers, and posters are mandatory) A. CM Production and Special Program Broadcast Work: Produce impactful CMs and special programs, potentially featuring celebrities, and broadcast them during time slots accessible to all generations as much as possible. Consider broadcasting on holidays, weekends, and the day before pension payment dates (15th of even-numbered months) when families tend to gather or when money withdrawal opportunities arise. B. Awareness Activities via Websites, Short Videos, Official Channels, etc.: Create and post cautionary advertisements on official channels such as websites, X, and YouTube regarding scam tactics like impersonating police officers, investment scams using SNS, and promoting the installation of the special fraud prevention app recommended by the National Police Agency. C. Production of Promotional Flyers and Posters: Produce impactful promotional flyers and posters that foster a sense of ownership among potential victims of special fraud, potentially featuring celebrities. Deliver them to 13 locations (12 police stations in the prefecture and the Shimane Prefectural Police Headquarters) by November 30, Reiwa 8 (2026), according to the breakdown specified by the client. Promotional flyers shall be A4 size, double-sided color, 15,000 copies, and promotional posters shall be A2 size, single-sided color, 2,000 copies. D. Other: In addition to the above, conduct awareness activities using effective promotional media such as printed materials and events, and advertising owned by the company. (4) CM and Special Program Broadcast A. Basic Content: Create impactful content that fosters a sense of ownership among potential victims of special fraud, potentially featuring celebrities, and provide clear explanations and content on effective countermeasures for all generations to prevent special fraud. B. CM Content: Create two or more types of CMs (excluding 15-second and 30-second variations) that incorporate the above A, including the following content (expression methods such as live-action, animation, CG are not restricted): (a) Telephone Countermeasures: Since fraudsters use international phone numbers to call mobile and landline phones, create content that promotes the installation of the special fraud prevention app recommended by the National Police Agency and the application to suspend international calls on landlines. (b) Fostering a Sense of Ownership that Anyone Can Be a Victim: Most victims are deceived by the belief that "I won't be fooled," which leads them to underestimate the need for preventive measures. Create content that fosters a sense of ownership. (c) Awareness of Frequently Occurring Scam Tactics: Scams impersonating police officers and investment/romance scams via SNS account for approximately 50% of cases and 80% of damages. Specific Tactics: - Scams impersonating police officers: Fraudsters call pretending to be police officers or prosecutors, claim an arrest warrant has been issued, lure victims to SNS, and demand money under the guise of investigation. - SNS-based investment/romance scams: Victims meet people via SNS or dating apps, are recommended investments, are shown fake profits on investment sites, gain trust, and then are asked for "investment funds" or "fees." After transferring money, they are ultimately defrauded. *The timing for raising awareness of these tactics may vary depending on the occurrence status, so flexible broadcasting is required. C. Reference: Consult with the client regarding specific tactics and countermeasures. Refer to statistics and other materials published by the National Police Agency and the Shimane Prefectural Police, such as the National Police Agency's official website (Special Fraud Countermeasures) https://www.npa.go.jp/bureau/safetylife/sos47/〇 and the Shimane Prefectural Police's official website (Prevention of Special Fraud Damage) https://www.pref.shimane.lg.jp/police/01_safety_of_life/tokusyu_sagi_higai_boushi/. (5) Precautions A. The proposal content will be the basic principle for broadcast content, dates, and number of times, but broadcast dates and content may be changed as much as possible upon request from the client. B. The content of CMs, programs, printed materials, and websites produced must be confirmed by the client before broadcast (excluding news programs). C. The contractor shall obtain consent from performers in consultation with the client. D. For music and image materials used in videos, etc., all copyright and portrait rights must be processed. E. All rights to produced videos (including created design data, photos taken by the contractor, edited videos, etc.) shall be used free of charge for secondary use on the Shimane Prefectural Police website, CM broadcasts, special fraud prevention activities, and other events, as well as in the following media: (a) Websites, print media, SNS, and digital signage operated or created by the Shimane Prefectural Police Headquarters or its designated parties. (b) Other media deemed effective by the Shimane Prefectural Police Headquarters. F. All rights, including copyright and reproduction rights, to the produced works shall belong to the Shimane Prefectural Police Headquarters. G.
