1. Procurement Details

(2) Procurement Subject and Quantity: Operation and monitoring services for the Japan Student Services Organization network (one lot)

(6) Bidding Method: The successful bidder will be determined by a comprehensive evaluation and bidding method. Therefore, please submit documents related to performance, functionality, technology, etc. pertaining to the proposal (hereinafter referred to as "Documents for Comprehensive Evaluation").
When determining the successful bidder, the bid price will be the amount obtained by adding 10% of the amount stated in the bid form to the said amount (if there is a fraction of less than 1 yen in the said amount, that fractional amount will be discarded). Therefore, bidders shall state in their bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.
2. Eligibility for Participation in Competition
(1) Not falling under the provisions of Article 70 of the Public Accounting Act.
Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion fall under special circumstances in the said article.
(2) Not falling under the provisions of Article 71 of the Public Accounting Act.
(3) Must have a qualification for participation in competition in the "Services Provided, etc." category with a ranking of "A" or "B" in the Reiwa 7, 8, and 9 fiscal years Ministry of Education, Culture, Sports, Science and Technology Competitive Participation Qualification (Unified Qualification for All Ministries and Agencies), and possess the qualification for participation in competition in the Kanto-Koshinetsu region. Applications for such competitive participation qualifications are accepted at any time at the application reception desk listed in the appendix of the public notice regarding qualifications for participants in the Reiwa 8, March 31, Extra issue, Government Procurement No. 58.
(4) Not currently under a period of transaction suspension by the President of this Organization.
(5) Not a member of a violent group, a constituent member, a quasi-constituent member, or a related party as defined by the "Act on the Prevention of Unjust Acts by Members of Violent Groups, etc."
(6) Must have obtained ISMS (Information Security Management System) certification or have established equivalent standards for handling personal information and other data.
(7) Must have a base within a location that can be reached within 2 hours by public transportation from the Organization's Ichigaya office and data center, and be able to respond in Japanese.
(8) Must have a system capable of providing unified support.

4. Other
(1) Language and Currency Used in Contract Procedures:
Japanese and Japanese currency.
(2) Bid Security and Contract Security:
Exempt.
However, if the successful bidder fails to conclude the contract, a penalty equivalent to 5% of the successful bid price must be paid.
(3) Matters Required of Bidders:
Those wishing to participate in this general competition must submit a sealed bid form, attached with the documents for comprehensive evaluation and the submission documents specified in the tender explanation document, by the deadline for receipt of bid forms.
If the Organization requests an explanation regarding the said documents by the day before the bid opening, the bidder must comply.
(4) Invalid Bids:
Bids submitted by persons who do not meet the eligibility for participation in competition stated in this notice, bids submitted by persons who have not fulfilled the obligations required of bidders, and other bids as per the tender explanation document.
(5) Requirement for Creation of Contract Document:
Required.
(6) Method of Determining the Successful Bidder:
From among the bidders who can deliver the goods specified in this notice, as determined by the President, and who propose performance, functionality, technology, etc. (hereinafter referred to as "Performance, etc.") that meet all minimum requirements for essential items, based on the performance, functionality, technology, etc. designated in the tender explanation document, within the scope of the price limit set forth in Article 12 of the Organization's Detailed Regulations for Contract Procedures, the successful bidder will be determined by the comprehensive evaluation method specified in the tender explanation document.
