We hereby request the submission of proposals as follows.

1. Business Overview
(1) Work Name: Miyasaka Community Center Old Tamaden/Enoden Vehicle Repair and Repainting Work
(2) Purpose: This work aims to improve the preservation status, which has deteriorated due to aging, of the old Tamaden/Enoden vehicles at the Miyasaka Community Center in Setagaya Ward, and to appropriately preserve and pass on their historical value.
These vehicles were manufactured in Taisho 14, operated on the Tokyu Tamagawa Line between Shibuya and Futako-Tamagawa-en, known as "Tamaden," and on the Setagaya Line, and also served as main vehicles for Enoshima Kamakura Kanko Co., Ltd. (now Enoshima Electric Railway Co., Ltd.), supporting regional transportation for many years. They are valuable actual historical materials.
In Reiwa 2, they were preserved at their current location due to the construction of the Miyasaka Community Hall (now Miyasaka Community Center) and have been loved by many residents as a regional symbol.
However, more than 7 years have passed since the last repair, and due to the effects of wind, rain, ultraviolet rays, etc., from outdoor display, the paint film has deteriorated and corrosion has progressed. From the perspective of maintaining and preserving cultural assets, appropriate repair and painting are required.
The implementation of this work is based on ensuring reconstructability that reproduces the appearance of the time as much as possible, while improving durability and safety.
Furthermore, by conducting surveys, construction, and quality control based on specialized knowledge, we aim for construction that contributes to long-term preservation.
In addition, these vehicles are not only exhibits owned by the government but also shared cultural assets loved by local residents and visitors. They also play a role as a hub for fostering regional attachment and pride, promoting the utilization of regional resources, and creating opportunities for exchange.
Therefore, this project is positioned not merely as facility repair, but as an initiative to foster regional attachment and pride centered around these vehicles, and to promote their utilization as regional resources and create opportunities for exchange.
(3) Work Content, etc.:
① Survey of vehicle condition, formulation of work policy and construction plan: Prior to construction, accurately grasp the current condition of the vehicles, including paint deterioration (peeling, rust, etc.), corrosion status, and the condition of each part of the vehicle (roof, pantograph, bogie, etc.), and formulate an appropriate work policy and construction plan based on the results.
② Temporary construction: Plan and implement temporary construction that is safe and efficient, while minimizing the impact on facility operations and ensuring the safety of visitors and passersby through appropriate measures such as traffic separation, access control, and public announcements.
③ Vehicle (outer panels, roof, bogie) repair and repainting work:
A. Surface treatment: Remove deteriorated paint, rust, oil, etc., and form a smooth surface by substrate adjustment.
B. Repair: Repair and reinforce corroded or damaged parts to restore shape, function, and strength.
C. Repainting: Apply appropriate paint after rust prevention treatment to improve appearance and durability.
The painting color will be decided by vote from the two options listed in the attached sheet, and will be notified when the invitation notice is sent. Also, thoroughly consider and implement methods to accurately reproduce the colors during painting.
④ Repair, painting, and restoration of auxiliary equipment and vehicle equipment:
A. Repair and paint auxiliary equipment (stairs and other necessary parts).
B. Repair, paint, and restore vehicle equipment (pantograph bases, etc.) as necessary.
⑤ Safety measures and construction management: Prioritize the safety of facility users, users of nearby stations, and passersby, and implement appropriate site management and safety measures. Thoroughly manage the construction area, organize materials and equipment, and ensure proper curing. Also, ensure proper communication and coordination with supervisors to ensure safe and smooth construction.
(4) Performance Period: From the date of contract until February 26, Reiwa 9 (planned).
2. Participation Qualification Requirements:
Must be a legal entity that meets all of the following requirements (1) through (7).
(1) Must be registered in the Setagaya Ward competitive bidding participant qualification roster through the Tokyo Electronic Government Joint Operation Electronic Procurement Service. Or, must meet equivalent conditions such as having no unpaid taxes.
If you do not have the said qualification, submit the following documents to confirm equivalent conditions.
① Full Certificate of Registered Matters (within 3 months of issuance).
② Certificate of Tax Payment issued by the tax office (for "Corporate Tax" and "Consumption Tax and Local Consumption Tax") (Reiwa 7 tax year, within 3 months of issuance).
③ Certificate of Corporate Enterprise Tax Payment issued by the prefecture where the proposing business office is located (Reiwa 7 tax year, within 3 months of issuance).
④ Financial Statements (past 2 years).
(2) Must not fall under the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act (Cabinet Order No. 16, Showa 22).
(3) Must not be within the period of designation suspension or bid exclusion measures from Setagaya Ward.
(4) Must not be in arrears of prefectural or municipal resident tax.
(5) Must not have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Law No. 172, Showa 27) or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Law No. 225, Reiwa 11).
(6) Must not be a business operator that is a principal, officer, advisor, or affiliated with a member of the Miyasaka Community Center Old Tamaden/Enoden Vehicle Repair and Repainting Work Review Committee.

(7) Must have experience in preservation, restoration, and repainting of railway vehicles and exhibition vehicles commissioned by government agencies or private businesses within the past 5 years.
3. Criteria for Selecting Proposal Submitters: In this case, no selection of proposal submitters will be made; only confirmation of participation qualifications will be performed. A proposal invitation notice will be sent to those whose participation qualifications have been confirmed.

4. Evaluation Criteria for Identifying Proposals:
(1) Matters Related to Implementation System:
- Does the business manager and staff have sufficient experience and background (vehicles, painting, cultural property restoration, etc.) to properly execute this work?
- Are the assigned personnel, division of roles, and communication/coordination system with the ward clear and appropriate?
- Is the response system and communication flow for emergencies (accidents, weather, construction defects, etc.) specific and appropriate?
(2) Experience in Similar/Related Work Commissioned by Government Agencies or Private Businesses:
- Do you have experience in preservation, restoration, and painting of railway vehicles and exhibition vehicles within the past 15 years?
- Is the experience related to this work in terms of construction content, technical ingenuity, and results clearly demonstrated?
(3) Basic Policy:
- Is a basic policy presented that considers the historical value and preservation significance of the vehicles and the purpose of this work?
(4) Technical Proposal:
① Painting Reproduction Method:
- Are the color reproduction methods (color samples, colorimetry, etc.) specific and reproducible?
- Is the method for ensuring the accuracy of the reproduced color clear?
② Construction Method:
- Are the content of substrate treatment, rust prevention, and painting processes specific and appropriate?
- Are the specifications and selection reasons for materials used reasonable (weather resistance, safety, maintainability, etc.)?
- Have methods for ensuring quality in each process been sufficiently considered?
③ Repair/Restoration Method:
- Are the methods and judgment criteria for repairing/reinforcing deteriorated parts appropriate and feasible?
- Are the proposals for repair, reproduction, and restoration of each part of the vehicle specific and appropriate?
④ Technical Ingenuity/Additional Proposals:
- Is there unique ingenuity to bring it closer to the state at the time?
- Are there proposals that lead to improved exhibition value (visibility, educational value, visitor satisfaction, information dissemination, etc.)?
(5) Safety Measures/Construction Management:
- Are safety measures for facility users, passersby, and users of Tokyu Setagaya Line Miyanosaka Station specific and sufficient?
- Are specific measures for paint scattering, odor, and noise realistic and effective?
- Is the process plan (construction period, working hours, process management method) appropriate and feasible?
(6) Maintenance and Long-Term Preservation Proposals:
- Are material selection and construction methods for improving durability appropriately proposed?
- Are specific management plans for long-term preservation and succession proposed?
(7) Quotation:
- Is the quoted amount within the proposal limit, and are the breakdown of expenses clear?
- Is the quotation consistent with the proposed content?

6. Other:
(1) The cost of preparing and submitting participation statements and proposals shall be borne by the proposer, and Setagaya Ward shall not bear any costs.
(2) The language and currency to be used in the procedures shall be Japanese and Japanese currency.
(3) Contract Security: Exempt.
(4) Requirement for Contract Creation: Required.
(5) Intention to Conclude a Contract for Other Works Directly Related to This Work by Private Agreement with the Contractor of This Work: None.
(6) Replacement or resubmission of participation statements and proposals after the submission deadline is not permitted.
(7) Submitted participation statements and proposals will not be returned.
(8) False statements in the participation statement or proposal will result in disqualification.
(9) Those who become ineligible for the participation qualification requirements after submitting the proposal will not be subject to proposal review or contract negotiations.
(10) Even after submitting the proposal, additional documents may be requested if necessary for the review. The cost of submitting additional documents shall be borne by the proposer.
(11) The contract will be concluded after consultation with the ward regarding the detailed specifications.
(12) This proposal is for the purpose of selecting a contract candidate, and the ward is not bound by the content of the selected proposal in the contract.
(13) The ward may publicize the trade names/names of those who expressed their intention to participate and submitted proposals, as well as the reasons for selecting the proposals (review process, etc.).
